- This is a notice of intent to negotiate with Bell Helicopter Textron, Inc (BHTI) on an Other than Full and Open Competition basis for the acquisition of services and manuals related to Cadre Training of Marine Corp Instructors for the H-1 Upgrades Program UH-1Y and AH-1Z. The Naval Air Systems Command (NAVAIR) plans to issue a delivery order to Basic Ordering Agreement (BOA) number N00019-06-G-0001 for the H-1 Upgrades Program requirement. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. BHTI is the sole designer, developer and sole producer of the H-1 and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to provide the Cadre Training.
