Description
This proposed procurement is Unrestricted, NAICS is 236210, small business size standard $31,000,000.00. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of construction is between $25,000,000 and $100,000,000. Estimated construction completion time is 885 days. Work under this project consists of a 44,000 SF building to store books and other items in a high bay; super flat floor and cold storage rooms, precast concrete panel walls, desiccant dehumidifier; ductwork, lighting, fire protection system, EPDM and SBS roofs, emergency generator, 30 FT high metal shelving, parking and utilities. To gain access to Ft. Meade for a Site Visit, a Pass must be obtained from the Visi tor Center. A personal vehicle must present their vehicle registration and proof of vehicle insurance. A company vehicle must present a vehicle registration, a Power of Attorney regarding usage of the company vehicle, and proof of vehicle insurance. Th e Site Visit date will be stated in the solicitation. Large Business Firms are required to submit a Subcontracting Plan with their proposals. The Small Business subcontracting goal for this procurement is 65% of the total subcontracting dollar value. Of that 65%, 20% should be placed with Small Disadvantaged Businesses, 10% with Women Owned Small Businesses, 3% with HubZone Businesses, 3% with Veteran Owned Small Businesses and 3% with Service Disabled Veteran Owned Small Businesses. The solicitation wi ll be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. In order to compl y with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. For information regarding future registration, contact CCR Web site at h ttp:/ccr.gov . Other information regarding registration can be obtained through CCR Assistance Center (CCRAC) at 1-888-227-2423. A paper form for registration may be obtained from the DOD Electronic Commerce Information Center at 1-800-334-3414. It is i mperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB cre dit when utilizing non-certified SDB contractors/ subcontractors. Issuance on or about 14 March, proposals due on or about 13 April 2006.
