Description
The U.S. Army Armament Research, Development and Engineering Command, Armament Research Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, NJ 07806-5000 seeks to acquire the services of a qualified source to provide final design, fabrication, installation, start-up, testing and operation of a plasma arc thermal treatment system for the demilitarization of military ordnance. These services are required in order to complete an on-going project to develop a transportable plasma furnace system that will be integrated with a munitions pre-processing operation known as cryofracture. Development of the integrated cryofracture portion of the combined system is the responsibility of others, however, development of the interface between the cryofracture portion of the system and the plasma arc portion of the system will be a shared responsibility under this effort. The combined plasma arc/cryofracture demilitarization system will be installed and tested at a DOD facility to be determined at a later date. This combined cryofracture/plasma arc system, which is presently in the 50% detailed design stage, is intended to enable the safe and complete demilitarization of high explosive-containing submunitions downloaded from Cluster Bomb Units (CBUs) and 105MM/155MM artillery rounds as well as other small ammunition items that are determined to be suitable for processing. The nominal throughput for the process will be approximately 250 lb/hr. The overall process involves downloading of the submunitions, handling of the submunitions, cryofracture of the submunitions, transfer of the cryofractured debris into a plasma system, and conversion (via plasma arc treatment) of the debris to a benign solid phase (slag) or recovered metal and a clean effluent gas compliant with environmental emission requirements. In addition to completing detailed system designs, fabricating, starting-up, demonstrating, and transitioning the system to full scale demil operations, interested sources would also be responsible for obtaining all required environmental permits and providing training and maintenance documentation. Integration of the plasma arc system with the cryofracture portion of the process is also required. Sources shall use the existing system design (50% detailed design) as a starting point for developing the complete detailed design package, in order to minimize technical risk. If interested, sources should demonstrate experience in the design, fabrication, installation, testing, and prove-out of plasma systems tailored for the processing of military munitions and should also provide test data supporting the ability to operate plasma furnaces in both oxidizing and reducing environments for a continuous 120 hours without torch electrode replacement. Sources with experience in the areas cited above should provide a summary of their company???s capabilities, including documentation describing actual systems designed, fabricated, installed, started-up, tested, and operated, as well as a description of operating experience including wastes processed, processing rates achieved, operating hours logged, torch electrode life data, and maintenance issues/malfunctions encountered. Interested sources should also provide a description of specifications, brochures, and/or drawings and provide their name, address, point of contact with telephone number and email address and size of business.
