Description
The purpose of this announcement is to formally close the public announcement of Federal Motor Carrier Safety Administration (FMCSA) streamlined competition in accordance with the Office of Management and Budget (OMB) Circular A-76 (Revised), dated May 29, 2003 and issues the result of the Cost Comparison. The Cost Comparison Analysis was completed on February 28, 2006. Based upon the results, the performance decision is in favor of the Agency Provider. This notice constitutes a formal public announcement of a Federal Motor Carrier Safety Administration (FMCSA) streamlined competition. FMCSA is conducting a streamlined competition in accordance with the Office of Management and Budget (OMB) Circular A-76 (Revised), dated May 29, 2003. The following streamlined competition is being conducted for FMCSA Service Center Enforcement and Administrative Support Services activities. The apparent successful offeror will compete with the Government in-house Most Efficient Organization (MEO). The A-76 Streamlined with MEO Competitive Sourcing Study begins October 18, 2005. This study is expected to be completed on or before March 1, 2006 at which time a formal decision shall be rendered. These services are currently provided by Government and contractor personnel at the four FMCSA Service Center locations (Eastern Service Center ? Baltimore, MD, Southern Service Center ? Atlanta, GA, Midwest Service Center ? Olympia Fields, IL and Western Service Center ? Lakewood, CO). A combined number of approximately 14 civil service full time equivalent (FTE) and 2.6 contractor work years are currently performing these services at the four FMCSA service center locations listed above. The incumbent contractors currently performing these services are TMI Management, Inc., ETI Professionals, Inc. and Daniels and Patterson Corporate Search, Inc. This is not a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government and contractor personnel. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities Website if and when it is released. The Competitive Sourcing Official for this study is Warren Hoemann. D. Marlene Thomas is the Agency Tender Official. The Contracting Officer is Cecelia Royster of the Acquisition Management Division.
