Description
The Federal Aviation Administration (FAA) has a requirement and intends to award a contract for the collection, format and dissemination of automated aircraft upper air weather observation data via the Aircraft Communications Addressing and Reporting System (ACARS). This data will be used in aviation models to produce more timely and accurate aviation weather analysis and forecast. The FAA also anticipates this requirement will include a task for the collection, and dissemination of the automated aircraft performance data providing funds are available at time of award. A contract performance period of 1 base year with 4 (12 months each) options is planned. The estimated contract value is $600K per year for a total of $3,000,000.00. The purpose of this announcement is to survey the market for available sources with the capabilities, resources and qualifications to provide the operational services required. Vendors interested in submitting a capability statement for this requirement must address all of the following: 1. Demonstrate knowledge of Air-Ground and Ground-Ground communications paths and ground-ground protocols with participating Meteorological Data Collection and Reporting Service (MDCRS) Airlines. 2. Ability to provide Datalink service to MDCRS participating airlines. 3. Ability to communicate VHF D/L Service at over 200 domestic airport locations. 4. Ability to receive Aircraft Communications Addressing and Reporting System (ACARS) /MDCRS messages from any aircraft, anywhere in the CONUS. 5. Ability to provide 24 x 7 network and service monitoring capability with the ability to respond any time a D/L outage occurs. 6. Need to have CONUS field support network in place if remote maintenance is needed. 7. Ability to receive (ACARS) messages which include MDCRS information from participating airlines by way of High Frequency, Very High Frequency or Satellite communications system. 8. Ability to process the messages in such a way as to "strip off" the MDCRS data, reformat to BUFR format, and pass the message to the FAA and NWS by way of the FAA's NADIN II network. 9. Ability to provide VHF datalink service agreements with service commitments that state that the service provider's VHF ACARS service is used as primary over any other provider in North America for airlines participating in the MDCRS program. 10. Ability to immediately transition from the existing service.
