Description
The Office of Substance Abuse and Mental Health Administration, (SAMHSA), Center for Substance Abuse Treatment, through the Program Support Center, plans to award a 12 month sole source using simplified aquisition to Synergies - National Inhalant Prevention Coalition, 322-A Thompson Street, Chattanooga, TN 37405. The purpose of this contract is to create a comprehensive and co-ordinated approach to effectively coalesce and focus a public- private effort to prevent and treat inhalant abuse, is intended to create a national model to dal with this significant health issue. This contract addresses both programs and principles within the SAMHSA Matrix including substance abuse treatment capacity, prevention and early intervention, children and families. The activity collaborates with public and private partners in the crosscutting Matrix domains by broadening consumer education options and treatment program information on the latest methodologies available to treat inhalant misuse problems. SAMHSA/CSAT will support the development of new information tools that can be incorporated into ongoing educational materials issued by the Contractor. SAMHSA/CSAT will also collaborate with the Contractor as a co-sponsor of the kick-off press conference for National Inhalant and Poisons Awareness Week in March 2007. Through the Washington, DC news conference and associated radio, television and Internet programming during the weeklong observance, SAMHSA/CSAT will gain an opportunity to help spotlight an effort that seeks to provide hope and help to youth and families suffering from inhalant abuse. Press related activities will be coordinated with SAMHSA?s Office of Communications. This observance has garnered attention from the White House Office of National Drug Control Policy, the National Institute of Drug Abuse, the Partnership for a Drug-Free America, the Consumer Product Safety Commission, and the Alliance for Chemical Dependency. Deliverables and Tasks: Task 1: Collect and highlight no less than 5 new individual/family survival or Recovery stories linked to the treatment or prevention of inhalant abuse and feature them on the website. Stories must address issues of both treatment and prevention aspects of individual or family experience and provide interesting anecdotal information. Task 2: Develop web-based UPDATES of educational materials targeting various potential consumer groups such as parents, youth and educators about the inhalant dangers and treatment. Consumer materials and the website will include updates about trends, current issues and statistics (based on SAMHSA?s most recent National Survey on Drug Use and Health (NSDUH), research and resources. Task 3: Conduct a literature search and identify all new academic and NIH-sponsored research, new findings, materials and brochures and develop articles that can be included in the web page to inform children, families and constituents that visit the website. The newly compiled up-to-date data will be incorporated into educational materials to update materials distributed by the on the inhalant abuse problem. Materials should include discussions with experts who are currently treating inhalant abusers, conducting research and/or involved in inhalant prevention or awareness to determine if there are effective programs. Sources to be considered for the literature search should include but not be exclusive to the following: -National Survey on Drug Use and Health (NSDUH) -NIDA?s Monitoring the Future -CDC?s Youth Risk Behavior Survey -Poison Control Centers, including any state information that can be accessed -Southern Coast Addiction Technology Transfer Center, collaboration with Jane Maxwell Provide SAMHSA/CSAT with results of the updated literature searches including resource and referral sites. Establish links to all new sites from the website. This data will be incorporated into the educational materials and will be available for dissemination for the National Inhalants & Poisons Awareness Week (NIPAW) and at the news conference to kick-off NIPAW. HHS/SAMHSA/CSAT or HHS/SAMHSA logos will be placed on all materials, as appropriate. Materials will identify HHS/SAMHSA/CSAT as providing funding for National Inhalants and Poisons Awareness Week. Task 4: Plan and complete all preparation and required logistics, in partnership with SAMHSA/CSAT, for the March 2007 press conference to kick off the fifteenth (15th) annual National Inhalants and Poisons Awareness Week (NIPAW) events. Preparations to include initial and final draft of the HHS/SAMHSA/CSAT-approved copy of Media Advisory, Press Release, Fact Sheet, and Biographies of press conference speakers. Include SAMHSA/CSAT/CSAP leaders as speakers and presenters at the news conference and other NIPAW events. Invite ONDCP Director, as well as other government officials, as to highlight their agency?s inhalant efforts. Task 5: Provide SAMHSA/CSAT/Consumer Affairs with letter and no less than 1000 mailing labels to partner with the dissemination of Recovery Month materials. The letter and mailing labels need to be sent to SAMHSA/CSAT by March 30, 2007. A link to the SAMHSA/CSAT website through the Recovery Month banner and to www.recoverymonth.gov needs to be established as soon as the 2007 Recovery Month kit is posted on the site. Task 6: Prepare a final report, due April 30, 2007, including all program information such as planning, goals, activities, and materials developed.
