- This announcement is a Request for Information {RFI} placed in accordance with FAR 10.001. This RFI is issued for the purpose of identifying potential future sources with the present capability of providing compliant electronic de-manufacturing disposal services for personal property generated in the Japan, Korea, Southeast Asia and the Pacific Rim. Eligible electronic property includes a mix of purely commercial, agency-peculiar and electronic military property. The Government seeks potential sources exhibiting the following characteristics: 1. Present knowledge and demonstrated practical hands-on skill in all phases of logistics and inventory control (receipt, stock, store, issue, all modes of in-bound and out-bound transportation of property). 2. Present knowledge and demonstrated practical hands-on skill in the recycling of electronic hardware, electronic piece parts and sub-assemblies, materials science, metallurgy and re-sale markets in order to maximize the amount and value of material recovery (this includes knowledge of ferrous and non-ferrous metals, precious metals and non-metallic materials). 3. Respondents should address their knowledge and present demonstrated capability to comply manage personal property disposal. Management of property disposal includes compliance with any host country environmental laws, host country occupational health and safety laws, U.S. State Dept. International Traffic in Arms Regulation [ITAR], Dept. of Commerce Export Administration Regulation [EAR], Dept. of Defense Manual DoD 4160.21-M-1 {DEMIL Manual}, Status of Forces Agreement [SOFA] and any international treaty or trade agreement. Sample Response Outline: The following outline is intended to minimize the effort and related costs of responding to this RFI and to aid the Government in its analysis of same. Nevertheless, respondents are free to develop their own outline format and content. I. Briefly describe the company, company history, company business structure, socio-economic characteristics, financial summaries, list wholly-owned operating sites located outside the continental United States, key officers and employees and other demographic-type information you deem relevant. II. List and describe the company?s past performance history of the same or similar electronic de-manufacturing services which the company has provided to parties located outside the continental United States since January 2003. This notice does not constitute a solicitation for a Request for Proposal (RFP) or a Request for Quote (RFQ). Nor does this RFI restrict the Government as to the ultimate acquisition approach selected, nor should this RFI be construed as a commitment by the Government. The Government will not reimburse any costs associated with providing information, documentation or data associated with a submittal in response to this RFI. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. All information received that is marked with a restrictive proprietary legend shall be protected and handled accordingly.
