- Firm Fixed Price (FFP) Contract for design and construction services for a forward operating base and forward operating facilities in Romania. The project will consist of two phases. Estimated Cost Range of Project: $25 million to $100 million Phase 1: Construct forward operating site in the vicinity of Babadag Training Area, Romania. Basic facilities to support the requirements of rotational training units of approximately 800 - 1000 personnel will include delivery and construction of contai ner or pre-fabricated/panel type structures to serve as expeditionary-type billets, operation/administration, and maintenance facilities. Supporting facilities include anti-terrorism measures, roads, walks, and site improvements. Utility infrastructure t o support the requirements of training units of approximately 2000 personnel includes installation of packaged water and sewer treatment plants, and basic electrical, water, and sewer distribution and storage systems. Option - Phase 2: Construct forward operating facilities. Basic facilities to support the requirements of training units of approximately 1200 personnel will include container or pre-fabricated/panel type structures to serve as expeditionary-type billet s, minimal operation/administration, and maintenance facilities. Supporting facilities include anti-terrorism measures, roads, walks, and site improvements. Performance Period: Phase 1: December 2006 through December 2007; Phase 2: December 2007 through August 2008 Potential Offerors are encouraged to submit their company name, mailing address and telephone, fax number and e-mail address of an English speaking contact by the date noted in Block 3.
