Description
The proposed contract listed herein is for an Indefinite Delivery, Architect-Engineer Contract. With Multi-Discipline services for McGuire Air Force Base, Fort Dix and Lakehurst NAS New Jersey. The following services may be required: engineering services, design services, technical specification preparation for full design packages, preparation of planning documentation, topographic surveys and geotechnical engineering, engineering reports, collateral equipments lists, preliminary hazard analysis, obtaining permits and regulatory approvals, contractor submittal review, construction field inspection and consultation, comprehensive interior design, Title II Inspection, Operations and Maintenance support information, and as-built drawing preparation. Work will include a variety of projects of a multi-discipline nature involving renovations, alterations, repair, and maintenance to base facilities. Specific projects may include utility systems upgrades, pavement repairs, and airfield system repairs. Firms may also be required to conduct designs, studies, investigations, sampling, and testing for asbestos and lead-based paint as well as construction management services for environmental and infrastructure projects. In addition, firms must be able to provide an engineer registered in the discipline of fire protection engineering with 5 years full-time experience. All disciplines must be registered as well as the individual who signs and seals the design drawings. Total fees for this contract cannot exceed $1,000,000.00 per year and $499,000.00 per task. The anticipated contract award will be for one (1) base year with four (4) option year periods. The contract with the base and 4 option years will not exceed $5,000,000.00. The following criteria will be evaluated and selection will be based on significant specific evaluation factors in relative order of importance: (1) PROFESSIONAL QUALIFICATIONS: a) Technical competence by discipline (education, registration and experience) of individual design team members which must include and engineer registered in the discipline of fire protection engineering, a registered civil, mechanical, electrical engineer and an architect with a minimum of 5 years roofing and waterproofing design experience, a registered landscape architect, and an interior designer registered by either the National Council of Interior Design Qualifications (NCIDQ) or National Council of Architectural Registration Board (NCARB) for satisfactory performance of required services; (2) SPECIALIZED EXPERIENCE: Technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) CAPACITY: Capacity of firm and project teams to accomplish multiple tasks simultaneously while accomplishing the work in the required time; (4) PERFORMANCE: Past performance ratings on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) LOCATION: a) Knowledge of local site conditions, the locality of the project and applicable regulatory requirements; b) Ability of firm to ensure timely response to requests for on-site support. All Architect-Engineering firms, which meet the requirements listed in this announcement, are invited to submit a completed Standard Form 330, Architect-Engineer Qualifications, to the 305th Contracting Squadron, 2402 Vandenberg Avenue, McGuire AFB NJ 08641.
