Description
F-22 multi-year procurement (Lots 7, 8 &9) to include Advanced Buy, Economic Ordering Quantity and Full Rate Production requirements. This announcement constitutes a Notice of Contract Action Synopsis. The F-22 System Program Office (SPO), Aeronautical System Center (ASC), intends to issue a request for proposal and subsequently award a sole source, under the authority of Title 10 of the United States Code 2304(c)(1), as implemented by FAR 6.302-1(a), to United Technologies Corporation, Pratt & Whitney, 400 Main Street, East Hartford CT 06108-0968. The contract will be for the purchase of one hundred and twenty (120) F119-PW-100 install engines, fifteen (15) F119-PW-100 spare engines, initial spare parts and support equipment. This action is a follow-on to Contract # FA8611-05-C-2851. The F-22 SPO plans to issue the request for proposal in March 2006 and award a contract by April 2007. The offeror shall indicate their size status relative to NAICS 336411. Reprocurement data is not available. NOTE: The production of the supplies listed shall require a substantial initial investment or an extended period of preparation for manufacture. Since it is impractical to distribute the applicable specification with this market survey, these contract documents may be examined or obtained from ASC/YF, Building 553, 2725 C Street, Wright-Patterson AFB, OH, 45433. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
