- The Substance Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Coray ? Gurnitz Consulting, Arlington, VA. Purpose: The Substance Abuse and Mental Health Services Administration (SAMHSA) is committed to advancing the mission of improvement of treatment services to persons with problems involving substance abuse. This initiative reflects a systematic agency-wide effort to facilitate implementation of effective measures of the levels of satisfaction existing among Single State Agency (SSA) Directors in terms of the quality and utility of technical review and technical assistance services provided during calendar year 2005 by the Division of State and Community Assistance (DSCA), in the Center for Substance Abuse Treatment (CSAT). Coray-Gurnitz Consulting, Inc, in partnership with SAMHSA, is uniquely qualified to develop an updated version of the Survey used previously. They have an intimate knowledge of the purpose and relevance of this Survey for CSAT?s requirements to report on GPRA measures, and their track record of demonstrating the necessary expertise, and their having completed prior Surveys in an efficient and timely manner, makes them uniquely qualified to perform the requested tasks. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
