This requirement will be issue as Unrestricted Other Than Full And Open Competition. No Electronic Bulletin Board (EBB) or Internet Quoting Services (IQS) proposals will be accepted for this solicitation. Automated Best Value System (ABVS) applies. Delivery is as important as price.
