- The Naval Surface Warfare Center, Dahlgren Division, Panama City, Florida (NSWCDDPC), intends to award a sole-source firm-fixed price contract to AP Labs, Inc. of San Diego, CA for seven (7) LCAC CAMS shipsets (14 CAMS Processor Units) including options for an additional thirteen (13) CAMS shipsets over two years. This acquisition is unsuitable for full and open competition for the following reasons. AP Labs, Inc. was the original sole developer of the LCAC CAMS selected by the LCAC prime contractor. As the sole developer and original equipment manufacturer (OEM), AP Labs, Inc. is the only source with the proprietary hardware, proprietary software that can provide the CAMS without substantial duplication of cost to the Government that is not expected to be recovered through competition and an unacceptable delay in fulfilling the LCAC SLEP program requirements. This is in fact a follow-on contract to contract N61331-04-C-0003 for the continued production of highly specialized equipment. NAICS Code: 334290, FSC Code: 2090, Small Business Size Standard 750.
