- The National Cemetery Administration is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Par 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. The proposed contract action is for: CLIN 001 - Two (2) Casket Lowering Devices made from stainless steel, non-corrosive aluminum casting, and constant speed braking system, and ball-bearing throughout the device; CLIN 002 - Two (2) Placers for the lowering device; CLIN 003 - Two (2) sets of web strapping 2 long 17 ?' for 7 foot graves; CLIN 004 - Four (4) mobile stand and casket device carrier with steel tubing, tow tongue, and long channels; CLIN 005 - Two (2) sets of non-rust aluminum grave boards (welded assembly with ramped ends) 10 1/2" X 1 ?" X 11 ' long for Georgia National Cemetery, Canton, GA 30114.- Any resultant purchase is based on funds availability. This procurement is being conducted under FAR Subpart 13.5 Test Program; simplified acquisition procedures apply. This announcement constitutes the only solicitation; a written solicitation will not be issued but refer to Solicitation No. VA-786-06-RQ-0043. All responsible sources that can meet these requirements and provide services as listed may respond to this solicitation by submitting cost and technical proposals; include location and past performance history. NAICS code is 332312 and the small business size standard is 500 employees. Award will be firm fixed-price contract, FOB destination with payment in arrears on certified invoice. The government will award to obtain the best value for the government including price, price-related factors and technical capability and past performance being considered and all are approximately equal. The following incorporated clauses and provisions are those in effect through FAC 05-08 and are applicable to this acquisition; Offerors must include a completed copy of the provision at 52.212-3 Offeror Repres entations and Certifications-Commercial Items, with his/her offer. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference.
