Description
The following are questions and answers concerning the solicitation. No changes are made to the solicitation at this time. Question 1. What are the payment terms? The reason I am asking this question is because we currently have a contract for 27 vehicles that is being funded by the U.S State Department, and for which we have received a down payment of 50%. The balance will be paid to us upon delivery in country. [We don't] have to receive a deposit to fulfill a contract; however, we can bid a lower cost if the deposit is available for qualified contractors. Answer: Payment will be made in arrears. No advance payments or down payments are allowed. Payment terms are included in FAR 52.212-4. Question 2. From our past experience, in supplying these type of vehicles thru direct sales or FMS contracts with TACOM, the end-users have always wanted the equipment that comes standard with the vehicles as they are supplied to the U.S. Government. Would it be acceptable to bid the base vehicle and list options separately? Answer: Options may be listed separately, as long as the unit price and total price are clear. Question 3. The solicitation reads “Preference for Privately Owned U.S. Flag Commercial Vessels”? Does this mean non-U.S. Flag vessels are acceptable? If we can use any flag carrier, we would be able to obtain a more competitive freight rate. Answer: The rules are covered in FAR clause 52.247-64. The FAR may be found at www.acqnet.gov.
