Description
Amendment 3 - FA8601-06-R-0023 The purpose of this amendment is to provide responses to questions received after the posting of the solicitation. Also note that the Amendment entitled "Amendment 1" posted to this solicitation dated 2-16-06 should have read "Amendment 2" in lieu of "Amendment 1". Provided is a list of questions and answers that arose after the posting of the solicitation. Note that the closing date has changed to NLT 11:30 AM EST on 22 March 2006. Also note that, due to technical difficulties with PIXs (http://www.pixs.wpafb.af.mil/default.asp), interested parties may request emailed copies of the solicitation package by sending an email to Jacqueline.Davis@wpafb.af.mil. Be advised that the Government anticipates issuing a follow on Amendment with revised minimum specifications by 27 February 2006. Questions and Answers: Questions: 1. Is this a thermal vacuum chamber or a temperature/humidity chamber? Answer: Thermal Vacuum chamber 2. Is there a platen, or other specific heated/cooled support for the workpiece(s)? Answer: Platen 3. What are the dimensions of this platen? What mounting arrangements are needed? Answer: 36", Mounting arrangements will be determined after arrival. 4. How much chamber dimensions above the platen, and inside the shroud are needed? Answer: 36" 5. What are the thermal specifications for the platen, in terms of rate of heating and cooling, desired point-to-point uniformity of temperature? Answer: The profile we have at this point is Ambient to 36 Deg C 8 hr dwell then to -31 Deg C 8 hr dwell, ramp time from ambient approximately 1 hr 6. If separating the system for installation is required, is the platen to be separable itself, or installed as a unit after the chambers are put together? Answer: No, it just have to fit through the door openings. 7. Same question, concerning the shroud. 7a. It is unclear whether this is a one-door or a two-door system. Can you clarify. Answer: One door – note this is a change from a previous response regarding this same issue. 7b. Shrouds on door and endplate surfaces? Answer: Yes, for uniform heading and cooling. 8. Are the platen and the shroud controlled to the same, single-point measured temperature specified? Answer: No. 9. Do we ignore the specifications that mention humidity, or humidity control? Answer: This is a Thermal Vacuum chamber. It is not a humidity chamber. References to humidity are being removed from the minimum specifications. 10. What is the mass, in kg, and the average specific heat of the experimental package to be tested? Answer: 100Kg 11. What is the approximate maximum wattage dissipated by this package? Answer: 200 watts 12. Is the experimental package considered to be a small or large outgassing load; define if possible? Answer: Small, space rated material used 13. Do we assume that test cycles are long enough that pumpdown times to near base pressures of, say, 4 hours are sufficient? Answer: Yes 14. If not, please specify required time to pressure specification. Answer: See question 13. 15. Normal high and ultra-high vacuum practice does not call for "ground" welds, do you really want this? Answer: Yes, as specified 16. Normal high and ultra-high vacuum practice does not use buna or sealing materials as specified; will you accept Viton? Answer: Yes if normal practice 17. Will you accept as internal finishing process glass bead blast? Yes if normal high vacuum practice 18. A photograph and description of an existing NASA chamber utilizing gaseous nitrogen circulation is found at: http://meweb.larc.nasa.gov/SITB then go to /lab2.htm and scroll to 6x6 chamber. Is this basically what you want? Answer: The requirement is for a Space Simulator Vacuum Chamber which meets the Government’s minimum specifications. All quotes received will need to be evaluated by our technical experts for acceptability. At this time, we cannot address whether the exisitng NASA chamber would suffice. 19. The company Barber Nichols manufactures GN2 circulatory systems. Is this brand acceptable? Answer: If it's meets the minimum requirements 20. Control system: 20a. Does the main system control measure and operate on anything other than: one temperature control loop for the shroud, vacuum pump on/off, pressure crossovers, safety interlocks, vacuum gauges? Answer: Yes 20b. If the user wants data logging on 16 additional thermocouples, what formats and programs are required; or can we just suggest? Answer: You can suggest, these are for input/output as the experiment Evolves 20c. Normally, the most efficient and robust way to program temperature control sequences is with a dedicated temperature controller having the ability to store and display numerous programs of ramps and soaks. Is this what is requested, or does the user want this programmed into the attached PC, which is otherwise used for datalogging only? Answer: Yes 20d. Clarify usage of Windows CE with LinTenn32. Answer: Either is suitable 20e. Clarify mention of Olympic; if specific I/O controller is required, specify brand and model. Answer: No specific I/O controller is required Be advised that all correspondence or quotes emailed shall contain a subject line that reads “FA8601-06-R-0023, Space Simulator Vacuum System.” If this subject line is not included, be advised that the email may not get through the email filters. Proposals are due NLT 11:30 a.m. EST on 22 March 2006. ************************************** This is a combined synopsis/solicitation for a Space Simulator Vacuum System, a commercial commodity to be procured for the Air Force Institute of Technology (AFIT), Wright-Patterson Air Force Base, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Complete quote packages, including price quote, technical capability information and Representations and Certifications shall be submitted by 11:30 a.m. EST on 22 March 2006, to Ms Jacque Davis, 88 CONS/PKB, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. No hard copies will be sent. This solicitation, FA8601-06-R-0023 is issued as a Request for Quote (RFQ) and is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07, Effective 03 Jan 2006 and Fac 2005-08 , Effective 05 Jan 2006 & Class Deviation 2005-o0001. Proposed acquisition is 100% set aside for small business concerns. Under FAR 19, Nonmanufacturer rule" means that a contractor under a small business set aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406). Responding parties must indicate their business size status in relation to the applicable North American Industry Classification System (NAICS) code 332313, Standard Industrial Classification (SIC) code 3443 (size standard 500 employees). A Firm Fixed Price type contract is anticipated with one line item (0001) for one (1) Space Simulator Vacuum System. Minimum system requirements are attached at www.pixs.wpafb.af.mil. A drawing of the building, including dimensions, is also attached at www.pixs.wpafb.af.mil. Note that all attachments can be found at www.pixs.wpafb.af.mil. Delivery is required within 120 days from date of award. FOB point is Destination (Wright-Patterson AFB OH) Quote packages should include price quote for delivery of proposed items to the Air Force Institute of Technology, Wright-Patterson Air Force Base, Ohio, 45433-7765 (FOB Desination), best delivery date, a Capabilities Package that includes a line-by-line response to each paragraph of the Minimum System Requirements document, descriptive literature to allow a complete evaluation of the equipment being offered to determine if it meets minimum requirements, drawing of the proposed item, and a list of utility requirements necessary for operation of the offered equipment. A technical description of the items being offered shall be submitted in sufficient detail to evaluate compliance with the minimum requirements. Note that this is a new solicitation and therefore a capabililities package must be submitted with your quote. Note to offerors: All information provided on the prior soliciation FA8601-05-R-0082 has been destroyed and cannot be considered when evaluating quotes on solicitation FA8601-06-R-0023. Submittal of the all the requested material is necessary on solicitation FA8601-06-R-0023 to be considered. All offerors shall complete the fill-ins at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, which are attached at www.pixs.wpafb.af.mil. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: Evaluation of quotes and subsequent award will be based on a determination of best value to the Government based on technical capability of the item offered to meet the Government requirement and price, with technical capability being more important than price. A technical description of the items being offered must be submitted in sufficient detail to evaluate compliance with the requirements. Please note that technical capability may be evaluated by how well the proposed products meet the Government requirement. A technical evaluation includes an examination of such things as product literature, product samples (if requested), technical features and warranty provisions.
