Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR SENIOR STRESS ANALYST FOR GLOBAL PRECIPITATION MEASUREMENT PROJECT. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to address questions. The questions and answers are as follows: Q: 1. Does this solicitation require full time on-site support? If not, how many on-site hours per week are required? A: 1. The approximate number of hours for on-site support is 746 total. All hours worked are required to be on-site. Face-to-face interaction is required with designers and junior engineers, especially in the mentoring component of the task. Q: 2. Can multiple engineers work on this project? Designate one engineer as a lead engineer with a supporting staff. A: 2. No, one senior-level, on-site engineer is required. Q: 3. The period of performance is stated as approximately 7 months (or 30 weeks). Should we base our estimate upon a 40 hour week for this duration A: 3. Estimate should be based on 746 hours over a 7 month period. Obviously, the dates have slipped, but the overall requirement is the same in preparation for our PDR. Q: 4. Regarding information on past performance, how much detail is required for your evaluation? A specific company has completed over 40 projects associated with space flight hardware. Is a brief description of the most relevant projects sufficient? A: 4. Brief descriptions are sufficient. If more information is required, we will request it. Q: 5. Can portions of the work be performed off-site (contractor?s facilities)? A: 5. No, the contractor must be located onsite. One of the key aspects of this position is mentoring of junior analysts, which requires face-to-face contact on almost a daily basis. One junior analyst in particular has barely two years of experience and we want to help this analyst gain necessary skills as quickly as possible. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) by FEBRUARY 21,2006. NO EXCEPTIONS!!!
