Description
This announcement is for information gathering purposes only. Submittals: Respondents are welcomed to provide information in the form of product brochures, press releases, technical specification sheets, independent assessment results, reprints of trade journal articles, etc, although electronic media are preferred (CD, diskette, or internet link) in addition to specific information required in the attached document. Submissions should include complete data sheets, pertinent company information, including contact person, phone number, fax number, and e-mail address. Submission of information serves as permission to republish any submitted materials in reports on this technology study. Please provide 3 copies of any printed material. Contact: John Coville 843-218-7388, e-mail: john.coville@navy.mil. This RFI is for planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. 1.0 Scope SPAWAR Charleston has been tasked by the National Guard Bureau (NGB) to provide engineering support in protecting assets at CONUS Army National Guard facilities. The Government is in the planning phase of this effort, which entails the assembling a standard list of systems and equipment that will be specified for use at all sites. SPAWAR intends to deploy sophisticated, state-of-the-art CCTV systems to meet NGB asset protection requirements. The intent of this RFI is to give qualified CCTV Systems and/or Component manufacturers an opportunity to submit equipment specifications and technical data for equipment that meets or exceeds the features and capabilities set-forth in this document. 2.0 System Capabilities The CCTV system shall provide operators with the ability to perform immediate visual assessment; visual surveillance and shall have the capability of sending video to, and being controlled from, remote sites via network communications. The CCTV System shall provide the following. a) Real time assessment either by operator initiation or by alarm activation. b) When the Intrusion Detection Sensor (IDS) alarm is triggered, the associated camera's video shall be displayed at an operator's console along with alarm information. The maximum time allowed between alarm activation and video presentation shall not exceed two (2) second for cameras with fixed lens and four (4) seconds maximum for cameras with variable lenses. (Assumes movement not to exceed 270o) c) Cameras shall provide an image of sufficient quantity such that an intruder traversing a protected zone shall be recognized. (Recognition is defined as the ability to determine the class of the desired object, e.g., human being, animal, etc.). d) The CCTV system shall provide automatic switching on alarm activations and manual switching of CCTV camera inputs to the CCTV Monitors. e) The CCTV System shall be capable of receiving up to 2048 video inputs. CCTV System monitors shall accept standard video and synchronization inputs. Monitors shall be able to display multiple images simultaneously from any CCTV camera source. f) The CCTV System shall be capable of displaying video simultaneously at least 5 locations & be capable of recording at 30 frames per second with a full screen raster upon IDS alarm initiation or by command of an operator. The display frame rate should also be selectable up to 30 frames/sec. g) The CCTV System shall consist of a Switcher with the following capabilities. 1) Ability to view any CCTV camera from a single location 2) Ability to view and select video from any interior or exterior camera from a single location. 3) Automatically switch video from selected cameras to selected monitors on alarm activation. 4) Automatically sequence video from selected CCTV cameras to selected CCTV monitors under program control. 5) Switch Video from selected CCTV camera to selected CCTV monitors on manual input from operator. 6) Provide preset positioning information for call-up of pre-positioned scenes for P-T-Z cameras. 7) Shall be capable of providing an alert to the console operator upon loss of video signal from any camera and identifying which camera signal has been lost. h) Digital Video Recorders shall be an integral part of the CCTV System and shall have the following capabilities: 1) Accept both color and monochrome cameras. 2) Simultaneous video recording at 15 frames per second (fps). 3) Real time video monitoring at 30 fps. 4) Built-in motion detection per camera input. 5) An on-board hard drive capable of a minimum of 9 hours continuous recording for 24 cameras at 15 fps. 6) Designated video clips and other designated alarm events shall be stored on digital devices or other approved medium and available online for a minimum of 30 days. 7) Built-in diagnostics. 8) Video Tour capability. 9) Individual alarm contact outputs for each camera. 10) Connection to synchronized external time source. 11) Synchronized multi-camera video recording playback to track events on one screen. 12) Ethernet protocol network interface for remote access. 13) Shall be capable of simultaneous record, playback, and view capability. 14) An archival and retrieval capability shall be provided that enables operations to save video offline for later retrieval and analysis. 15) Shall be capable of a minimum of 5 seconds of pre-alarm video display. i) The CCTV System shall be capable of supporting Network Disk Recorders. (NDR) The NDR shall have the following features: 1) High speed throughput. 2) Full IP-addressing capability. 3) MPEG4/JPEG compatibility. 4) Base Unit with 1 Terabyte capacity. j) The CCTV System support analog, digital and network cameras. The cameras shall have the following capabilities. 1) Fixed analog cameras shall conform to SMPTE 170M in light ranging from bright sunlight to 2-foot candles at a height of 6 inches above ground. 2) Fixed digital cameras shall conform to industry standards depending on format with a minimum 800mv p-p +/- 10% signal level in light ranging from bright sunlight to 2-foot candles at a height of 6 inches above ground. 3) The PTZ analog cameras used for surveillance shall be compliant with the Electronic Industries Alliance (EIA) RS-170A (NTSC 525 line, 30 frames). The PTZ analog cameras shall provide a 1.0Volt p-p +/- 10% video output signal level with the lens aperture fully open at an illumination level of 2-foot candles at 6 inches above ground in the target area. 4) The PTZ digital camera output shall meet the standards of the digital format with an output level of 800mV p-p +/- 10% with the lens aperture fully open at an illumination level of 2 foot-candles at 6 inches above ground in the target area. 5) The color PTZ cameras shall provide a resolution of at least 460 horizontal TV lines for clear recognition of a 70 pound human at a minimum of 500 yards. 6) Thermal Imaging PTZ cameras shall meet the general technical specifications for visual range PTZ cameras where applicable. Thermal imaging cameras shall have detectors consisting of a sensing element with a 320 x 240 pixel minimum resolution and a 3-14 micron spectrum, cooled or un-cooled. Thermal imaging cameras shall have a temperature measurement range (minimum) of minus 32 degrees Celsius to 55 degrees Celsius. 7) PTZ cameras shall be capable of panning 360 degrees, tilting from 90 degrees below to 30 degrees above horizontal and zooming through the entire range of camera focal length. 8) Fixed network cameras shall possess the following features: a) Provide superior image quality through the use of progressive scan technology b) Support up to 30 fps in all resolutions up to 640x480 pixels. c) Support simultaneous streams of Motion JPEG and MPEG-4. d) Provide built-in motion detection with pre-alarm and post alarm buffers. e) Be configured with a minimum of 1 alarm input and 1 alarm output. f) Allow operations through scheduling or by triggered alarm events. g) Allow access to up to 10 viewers simultaneously. 9) P-T-Z network cameras shall possess the following features. a) Support simultaneous streams of Motion JPEG and MPEG-4. b) Allow operations under all light conditions c) Provide operator control either manually or by schedule. d) Support up to 20 pre-programmed positions. e) Allow access to up to 10 viewers simultaneously. f) Provide resolutions up to 640x480 at 30fps. 10) Security for camera signal distribution shall include protection from tampering or insertion of a false scene, which could mask an intrusion. Cameras shall provide an alert or alarm to the console operator if the camera lens is blocked or covered. For consideration, manufacturers should submit a concise block diagram of the CCTV system and/or equipment that meets the above system capabilities. Along with the block diagram, manufacturers should submit a narrative stating how the proposed system meets the above system capabilities. Manufactures should submit specification sheets for each system, subsystem or piece of equipment shown in the block diagram. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. THIS ANNOUNCEMENT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IN NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH THE PROVISION OF THE INFORMATION REQUESTED IN RESPONSE TO THIS ANNOUNCEMENT, NOR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY EVALUATION.
