- The Fleet & Industrial Supply Center, Seal Beach intends to solicit the following This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-06-T-0312. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-08 and DFARS Change Notice 20060123. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 333618 and the Small Business Standard is 1000 employees. This is a sole source action with Valley Power Products, Irvine, CA. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing: Overhaul 4 Detroit Diesel Engines, services shall consist of the following: Disassemble engine complete; Perform inframe overhaul; perform tune-up and test engines. Contractor shall supply the following parts: front and rear seals, Con rod, main bearings, rod bearings, cylinder kits, cylinder heads (remain), blower (remain), governor (remain), Injectors (remain), blower shaft, oil cooler, HUB, and misc. shims and spacers, misc. seals, fuel lines, lube and coolant. Delivery is 60 days ARO. FOB Destination. Government representative shall pick up engines upon completion. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 15 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Award Criteria: Award will be made upon price reasonableness determination, contractor determination of responsibility with the m eaning of FAR Part 9, and acceptance to the provisions set forth herein. Please specify compliance with the specifications or list any deviations when submitting your quote. Quoters must be registered in the CCR database to be considered for award.
