Description
Synopsis is revised as follows: This solicitation will be issued on or around 16 March 2006. Estimated start date of the contract is 01 May 2006. Offerors shall obtain certification by Naval Aviation Depot, North Island, CA (NAVAIR) prior to closing date of solicitation in order for quote to be considered for evaluation. End of revision.************************************* The Government intends to negotiate an Indefinite Delivery, Requirements type contract with firm fixed prices for the cleaning and refurbishment services of F/A-18 C/D Aviation Canopy Transparencies and the cleaning and polishing of Laser Detection Tracker (LDT) pod lenses in support of Commander Strike Fighter Wing Atlantic (COMSTRKFIGHTWINGLANT) Naval Air Station Oceana, Virginia Beach, VA. This acquisition will be limited to those business firms that are certified under North American Industry Classification System Code (NAICS) 488190. Approved procedures to refurbish the outer moldline of the canopy transparencies shall be performed by qualified contractor maintenance personnel. Offerors must have equipment tools and materials required to perform required maintenance services. Services shall include but not limited to: (1) Cleaning and refurbishment of single seat (75 ea) and two-seat (9 ea) aircraft canopy transparencies (2) Returning the canopy transparencies to a designated Quality Assurance Representative (QAR) cleaned, polished and clear of all surface scratches or hazing with a definite improvement in optical clarity and (3) Cleaning and polishing of Laser Detection Trackers (LDT) (25 ea) in order to restore optical clarity; (4) Returning the LDT pod lenses to the designated government representative polished, cleaned and free of the following imperfections which include but not limited to: crazing, paint over spray, pitting scratching, swirling, oxidation, and hazing; (5) Tracking and maintaining maintenance records of repairs performed on all pod lenses; (6) Maintaining and providing required personal protective equipment. (7) Providing a minimum of a one person to serve as a Refurbishment Team who shall conduct a liaison between the government and the offeror. In regard to the cleaning and refurbishment of the canopy transparencies, the offeror shall utilize only approved methods and materials in the performance of this process as set forth in Aerotech Acrylic Concepts, Inc. General Spe c-A2C31031-90 issued 17 December 2004. The Offeror shall certify that they have reviewed all specifications and references of this requirement and that they understand the procedures necessary for the performance of the process. Certification is not required for pods. Offerors shall obtain certification by Naval Aviation Depot, North Island, CA (NAVAIR) prior to closing date of solicitation in order to perform required refurbishment procedures. This solicitation will be issued on or around 14 February 2006. Estimated start date of contract is 1 Apr 2006. All quotes will be evaluated based on past performance, socioeconomic factors and price. Past performance is slightly more important than price. Price is more important than socioeconomic factors. All non-price factors, when considered together, are significantly more important than cost or price. All responsible sources must submit pricing and past performance and socioeconomic data by 4:00 p.m. on the date the offer is due. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or FEDBIZOPPS at http://ww.fedbizopps.gov. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Lack of registration in the CCR database will make an offeror ineligible for award.
