Description
This is a request for information only. There is no solicitation package available. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking sources that may be capable of producing a Blade Balance System for chord and span wise static balancing of the V-22 Osprey Prop-Rotor Blades. The V-22 Prop-Rotor Blades are a composite/fiberglass structure approximately 19 feet in length, tapered from root end to approximately two feet wide at the tip, with approximately 45 degree twist from root to tip. Each blade weighs approximately 195 pounds. There is a right hand and a left hand version, with each having an opposite twist. Blade adjustments are made with tip and root end adjustable weights. The Blade Balance System, used for mass moment weighing, must provide precision support, alignment, and measured & recorded weight/balance data to balance both the left hand and right hand V-22 Prop-Rotor Blades. The Blade Balance System shall include a computer control system capable of recording the balance data., calculating adjustments required to bring the blade within balance specifications of +/- 8 IN-LBs with respect to the standard, and maintaining a searchable data base of all historical balancing, matching up at a minimum: dates, serial numbers, any relevant notes, and environmental conditions. The Blade Balance System shall be able to verify on demand that it is operating within required specifications. Training will be required covering the Blade Balance System operations, maintenance, calibration and software management. Prospective suppliers must have at least 5 years experience in the certified balancing of military main rotor blades and/or propellers. The requirement would be for one Blade Balance System to include any V-22 specific ancillary equipment required to operate the system. The Government is looking for potential sources for this requirement. All interested parties should send company and/or descriptive literature as well as any comments or questions to Ms. Angela Wilcox, e-mail: angela.wilcox@navy.mil, fax: (732) 323-4822 or address: Naval Air Warfare Center Aircraft Division, Contracts, Code 25232AW B562-3, Hwy 547, Lakehurst, NJ 08733-5082. All responses should be received no later than 4:00 PM EST, March 14, 2006. The government will use this information in it?s decision to conduct a competitive acquisition. All questions and comments must be in writing, no telephone calls. All contractors seeking award must be registered in the Central Contractor Registration (CCR) Database. For CCR information, contact the CCR Registration Assistance Center (RAC), at 888-227-2423 or for CCR registration at: http://www.ccr.gov/.
