- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Pacific Power Source, Irvine CA for upgraded Auxiliary Power Units (APUs) of the High Power Device Test Subsystem (HPDTS) resulting from incorporation of an Engineering Change Proposal (ECP). The HPDTS consists of two additional racks to the Consolidated Automated Support System (CASS). The HPDTS is the Navy?s newest aircraft radar and electronic warfare automatic test support equipment used afloat on CV/CVN and L-Class aircraft carriers, U.S. Marine Corps and Navy Mobile Facilities (MOFACs) and ashore Aircraft Intermediate Maintenance Facilities (AIMDs). The AN/ALQ-99 is a tactical jamming system on the EA-6B aircraft. The High Power Device Test Subsystem (HPDTS) and the ALQ-99 Operational Test Program Set (OTPS) are used to test the AN/ALQ-99. The incorporation of the ECP will allow the APU to fully support diagnostic testing and maintenance of the AN/ALQ-99 Transmitters. There are currently fourteen (14) different configurations of the AN/ALQ-99 Transmitter. It is intended that the engineering change be incorporated into a quantity of up to 140 HPDTS APUs, P/N 3528AS120-01. Modification of the APU will satisfy full power requirements and extends capability of the existing HPDTS to perform full diagnostic test support of AN/ALQ-99 Low Band Transmitters (LBT) through Band 10. The Government intends to procure the upgraded APUs under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The Government does not own or control the technical data or other specifications for the commercially produced APU to permit full and open competition for the incorporation of the required changes to the APU. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
