- FY04 KNMD043002 Expand Strategic Airlift Ramp; FY05 KNMD053004 C-17 Clear Water Rinse Facility, Hickam Air Force Base, Oahu, Hawaii. The scope of work for the Strategic Airlift Ramp is to expand the strategic airlift ramp (aircraft parking area) to c reate three new engine run-up positions and two new aircraft parking positions, including grading, drainage system, relocation of fire hydrants, Portland-cement pavement, steel reinforcement, asphalt-concrete pavement and pavement markings. The scope of wo rk for the Clear Rinse Water Facility is to construct new clear water rinse concrete pad for C-17 aircraft, including grading, drainage, Portland-cement pavement, steel reinforcement, asphalt-concrete pavement, spray nozzles and piping, supply water and st orage tanks, pavement marking, signage and rinsate treatment and storage tanks.
