Description
. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) intends to negotiate an award a purchase order on a noncompetitive basis to Ms. Marsha S. Hennings, 625 Still Creek Lane, Gaithersburg, Maryland 20878, to continue the services for the NIAMS in conjunction with the Associate Director for Management and Operations (ADMO), Scientific Director (SD), IRP, and the Chief, of the Administrative Management Branch (AMB), IRP. The services are to provide advice and consultation in all areas of administration within the NIAMS IRP. Through competitive procedure a purchase order was issued to Ms. Marsha G. Hennings for the administrative support, advice and consultation to the AMB in the areas of personnel, procurement, budget, and space management. The Statement of Work is as follows: Specifically, the contractor shall: continue to provide expertise to the Chief, AMB, IRP regarding Title 42 Spring Increases, Quadrennial Increases, and Bonuses; Coordinate lab and office renovations, developing floor plans for existing space and provide written instructions in preparation for moves in accordance to NIH & DHHS policies and guidelines; Prepare and process NIAMS IRP personnel packages; Assist the Chief, AMB, IRP on all aspects of the new HHS/NIH Performance Management System. Tasks to include are the established of policies, procedures and guidelines for the successful implementation within the IRP; Review and provide recommendations to the ADMO regarding the A-76 data collection; The Government will provide to the Contractor all articles, materials, documents required to write and or revise the research and medical science publications. The primary role of the Government will be in exercising inspection and acceptance. The Contractor shall submit each monthly progress report which shall be delivered to the Chief, AMB, IRP with a copy to the ADMO. The deliverables are the completed publications. The period of performance is from May 2006 through April 2007. The place of performance is at NIH, Bethesda Maryland. The sole source determination is based upon the continuation of Ms. Hennings involvement in all aspects of administration of the IRP including continuing projects, complex budget and personnel issues; based on her knowledge and experience of the Federal, NIH, and NIAMS policies and procedures, rules and regulations in the areas of Human Resources, she will be able to work closely with the SD, CD, and Chief, AMB and provide advice and guidance on Title 42 Spring Pay Adjustments, laboratory and office space renovations and budget planning. An award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Par 6, Competition Requirements, is not applicable simplified acquisition. The North American Industry Classification System (NAICS) applicable to this requirement is 541611, Size Standard $6 million dollars. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, meet the following technical evaluation criteria: 1) Demonstrated knowledge and understanding of the NIAMS IRP program and specific knowledge in the areas of budget, personnel, procurement and space management; 2) Availability and experience as an administrator in an NIH Intramural research program; 3) Knowledge of Federal, NIH, and NIAMS policies and procedures and rules and regulations in the areas of Human Resources, Budget, and space management; 4) Demonstrated experience as a Project Management within an Intramural Research setting and submit a statement of interest which includes: a firm fixed price, documentation of similar projects, at least three (3) references documenting successful past performance in meeting the Government?s minimum specifications; and a proposed delivery plan. The submission will be evaluated on the submission of the above documents. The submission is due on March 8, 2006, 4:00 a.m. The submission must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the offerors Business size. The Offeror must also register in the Government?s Contractor Registry system. Note ?http://www.ccr.gov.? The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competititve procurement.
