Description
This is a notice of intent to award a sole-source and is not a request for competitive proposals. The U.S. Department of Energy (DOE) intends to solicit a proposal and negotiate a sole source bridge contract with Energetics, Inc. for management and professional support services, and technical, market, and economic analysis to the Office of Energy Efficiency and Renewable Energy (EERE) Industrial Technologies program (ITP). The proposed bridge contract will provide continuous support to assist ITP meet their mission to improve industrial energy efficiency and environmental performance. The program invests in high-risk, high-value R&D to reduce industrial energy while stimulating productivity and growth until the follow-on acquisition is completed. These services are currently being performed by Energetics, Inc. under Department of Energy Contract Number DE-AC01-00EE41368, which will expire on March 28, 2006. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Energetics has been supporting ITP for more than 20 years and has the technical expertise in the energy-intensive industries and processes that are the focus of ITP R&D. The incumbent is currently assisting ITP with benchmarking and analyzing energy use for a number of technologies and a variety of industrial applications that will enable them to provide uninterrupted support by March 28, 2006. As such, this unique strategic knowledge to assist ITP with program planning, implementation, and evaluation necessitates the award of a bridge contract to the incumbent contractor, Energetic, Inc. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm's ability to provide the services, as described above Interested parties may submit a proposal and rationale as to why they should be considered within ten (10) days of this notice to: Ms. Linda Sapp, MA-642.1, 1000 Independence Ave, SW, Washington, DC 20505, email linda.sapp@hq.doe.gov. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive acquisition. The intent of this award is to provide the required support services until the award and transition of a competitive follow-on acquisition is completed. The North American Industry Classification System (NAIC) Code for this requirement is 541330. The period of performance is for a total of twelve months, consisting of one 3-month base period and three 3-month option periods. See FedBizOpps Numbered Note 22.
