Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 88003 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-06. The NAICS code is 315228 Jackets, ski, mens and boys, cut and sewn from purchased fabric (except apparel contractors), and the small business size standard in number of employees is 500. This procurement is a small business set aside. The United States Secret Service (USSS) has a requirement for the following: (1) H1760 - Hidden Agenda WeatherTech Duty Jacket, Quantity: 165. Sizes/ quantities: Small - 10; Medium - 25; Large - 50; Large Long - 5; X-Large - 65; X-Large Long 5; XX-Large - 5. Color - Black (003). Jackets are to be American made. (2) Custom Flaps, Model #HFL76R, Quantity- 165, Color - Black. Flaps shall be on each jacket. (3) Name Tabs, Quantity- 165, Color - Black. Shall be on each jacket. (4) Badge Tabs, Quantity- 165, Color - Black. Shall be on each jacket. (5) The vendor who receives this contract will sew on a USSS Shoulder Patch (provided by USSS) on the left shoulder (sleeve). USSS Shoulder Patches will be provided to the vendor. (6) Delivery of all of the above: the completed jackets. The Government intends to award a fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price quotation received. All responsible small business sources may submit a quotation which will be considered by the USSS. Format for Quotation The offeror shall submit a quotation to include, at a minimum, the 12 items listed below, listed and numbered as they are below: (1) Jackets - unit price and total price for 165. (2) Custom flaps - unit price and total price for 165. (3) Name tabs - unit price and total price for 165. (4) Badge tabs - unit price and total price for 165. (5) Sewing of the USSS Shoulder Patch - unit price and total price for 165. (6) Shipping charges to Washington, DC, zip code 20373 (7) Grand Total price, the sum of the above (1) through (6). (8) Delivery date, such as 30 days after award. (9) The name, title, telephone number, fax number, and email address of the point of contact. (10) Delivery address and telephone number for the USSS Shoulder Patches. (11) The nine-digit DUNS and the nine-digit TIN. DUNS is used to verify that the vendor is in CCR and a small business for the NAICS 315228. The Taxpayer Identification Number is necessary for electronic payment. (12) If in ORCA, state so, if not, return FAR 52.212-3 Offerors Representations and Certifications--Commercial Items, with applicable items checked (email me for a copy). The following DHS Provision are applicable: * 3052.209-70 Prohibition on Contracts with Corporate Expatriates * 3052.204-90 Unauthorized Use of Name The following FAR provisions and clauses apply to this acquisition: * FAR 25.001 Buy American Act * FAR 52.212-1 Instructions to Offerors--Commercial Items * FAR 52.212-2 Evaluation--Commercial Items. Award will be based on: 1) price; and 2) the capability of the services offered to meet the above stated salient characteristics * FAR 52.212-3 Offerors Representations and Certifications--Commercial Items * FAR 52-212-4 Contract Terms and Conditions--Commercial Items * FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy America Act -- Supplies," the offeror shall so state and shall list the country of origin. Buy American Act - Supplies; Offerors are reminded that the Buy American Act restricts the purchase of supplies that are not domestic end products. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment from any award resulting from this solicitation.
