- Amendment 0001 MARKET SURVEY ? SOURCES SOUGHT SYNOPSIS: The original Sources Sought Synopsis was issued 23 January 2006 and had a closing date of 31 March. This modification changes the below characteristics and extends the closing date to 14 April 2006. This is the first modification to that synopsis. Naval Surface Warfare Center, Crane Division is seeking commercial off-the-shelf sources of 7.62mm Green Cartridges. This information is being requested as a possible source for Navy Safety Certification for Navy and Marine Corps training use. The 7.62mm Green Cartridge shall match the M80 NATO Ball Cartridge and shall have the following characteristics: 1. Cartridge case. The cartridge case shall comply with all requirements specified on drawing 19200-10521997, all associated drawings and with all requirements specified in applicable specifications and standards. 2. Cartridge overall length. The overall length of the assembled cartridge shall be 2.80 inches maximum, 2.77 inches minimum. 3. Projectile. The projectile shall not contain lead and/or tungsten. The projectile shall be fully jacketed with gilding metal. 4. Primer. The primer mix shall not contain lead and other heavy metals such as antimony, barium, strontium, cadmium, zinc and etc. 5. Propellant. The propellant shall be smokeless propellant. 6. Chamber pressure. a. The average chamber pressure of the sample cartridges, conditioned at 70?F, shall not exceed 365 MPa (52,940 psi). Neither the chamber pressure of an individual sample test cartridge nor the average chamber pressure plus three standard deviations of chamber pressure shall exceed 400 MPa (58,016 psi). b. The average chamber pressure of the sample cartridges, conditioned at 125?F and -65?F, shall not exceed 400 MPa (58,016 psi) nor vary by more than +50 MPa (+7,252 psi) or -100 MPa (-14,504 psi) from the average chamber pressure at 70?F . 7. Port pressure. The average port pressure of the sample cartridges, conditioned at 70?F, shall not be greater than 73 MPa (10,588 psi) and shall not be less than 55 MPa (7,977 psi). 8. Velocity. The average velocity of the sample cartridges, conditioned at 125?F and -65?F, shall not vary more than plus 150 ft/sec or minus 250 ft/sec from the average velocity at 70?F. 9. Action time. The action time of the sample cartridges, conditioned at 70?F, shall not exceed 4 milliseconds. 10. Accuracy. Fired from a 22-1/16 inch NATO accuracy barrel at 70?F, the average mean radius of any individual ten shot group shall be 2.5 inches maximum (3.5 inches maximum threshold) at 300 yards. 11. Matching. Fired from a 22-1/16 inch NATO accuracy barrel at 70?F, the projectile shall match the trajectory of M80 Ball cartridge. 12. Function and Casualty. The cartridge subjected to 70?F, 125?F and -65?F, shall function without casualty in the M14, M60 and M240 weapons. All interested parties will be given the broadest possible latitude for the design of the cartridge consistent with safety and performance requirements; ammunition may be subject to testing. All interested parties should submit a description of their product along with compositions and/or Material Safety Data Sheets, drawings, part numbers, brochures, and evaluation samples (1,000 cartridges) to the contact listed below by April 14, 2006. Commercial packing will be accepted. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published. The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey.
