- The Naval Air Systems Command (NAVAIR) plans to issue orders under Basic Ordering Agreement (BOA) N00019-04-G-0011, on a sole source basis with Pioneer UAV Inc, 224 Schilling Circle, Suite 225, Hunt Valley, MD 21031 to acquire modular avionics integrated system, IFF transponders, engine installation and ADTs. Tasks for this acquisition require detailed knowledge of the Pioneer system design, since production drawings are not available. Accordingly, as the designer, developer and sole manufaturer of the Pioneer UAV, PUI is the only firm with the unique knowledge, experience, technical expertise and understanding ofd the Pioneer design and system architecture. Award to any one other than PUI would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the Navy's requirements.
