PROJECT INFORMATION Solicitation No. W9128F 06 B 0013 On or about 17 March 2006, this office will issue Invitation for Bids for construction of Flood Protection Project, Big Sioux River and Skunk Creek, Phase 2, Sioux Falls, SD. Bids will be opened on or about 18 April 2006. This solicitation is unrestricte d and open to both large and small business participation. Contractors interested in inspecting the site of the proposed work should contact Steve Hasner at 701-594-5016. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. ______________________________________________________________________________ The work will include the following: (Approx. quantities) Scope of Work: Approximately two miles (basic bid plus option) of existing levee will be raised two to five feet in order to provide 100-year flood protection along the Big Sioux River and Prairie View Bypass Channel, within the City of Sioux Falls. The project consists of raising the existing levee system including removal, installation or modification of drainage structures (culverts). Construction features include but are not limited to: Clearing and grubbing; stripping; excavation; hauling, plac ing and compacting fill; and installation/ modification/removal of drainage structures (two in basic bid, three in option). Approximately 110,000 cubic yards of fill material will be required to raise the existing levee system (basic bid plus option). The project extends along the Big Sioux River from the I-229 bridge north to 49th Street, including the Prairie View Bypass Channel. The basic bid includes only the west bank of the Big Sioux River within limits specified above, and the Prairie View Bypas s Channel. The option includes the east bank of the Big Sioux River within limits specified above. The estimated construction cost for this project is between $1,000,000 and $2,500,000. _______________________________________________________________________________ Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for this contract: (a) Small Business: 51.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business: 7.3% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 1.5% of planned subcontracting dollars*. (e) Hubzones: 3.1% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 180 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or u pdate to ORCA.
