Description
This is a sources-sought notice and does not constitute a solicitation or request for proposal. The U.S. Army Program Manager Clothing and Individual Equipment (PM-CIE) is currently seeking qualified sources to provide a commercially available Famil y of Flashlights (FOF). Qualified sources are requested to send product information to: U.S. Army Research Development and Engineering Center ATTN: AMSBRD-ECB-END-D, E3549 Stella Lee 5183 Blackhawk Road APG, MD 21010-5424 Phone: (410) 436-6083 DSN) 584-6083 Fax: (410) 436-3495/(410) 612-5415 Email: stella.y.lee@us.army.mil Product information should include product literature, product specification, independent test data, cost information, GSA contract number, if applicable, business size and any information that can be used to determine the best commercially available produ ct to satisfy the below listed requirements provided in the market. The FOF consist of four different classes of flashlights/illuminators. Class 1: Personal Micro Light (PML); Small personal light (PML) which can be attached to a uniform via a clasp or lanyard, providing white light in non-tactical situations. Class 2: Personal Handheld Light (PHHL); small, single or double battery, with multiple color beam capability (White, Red, Blue, Green and Low Level IR) Class 3: Personal Hands Free Light (PHFL), Small, single battery, light source, capable of emitting white and red light, and IR emergency identification capability. Be able to mountable on the Advanced Combat Helmet, MOLLE Load Carriage syste m. Class 4: Backup Weapons Light (BWL) capable of mounting on a weapon with light trigger pad. Single battery with white, IR and aim point capability The Key Performance Parameter (KPP) of FOF is the mount capability to rifles and pistols; and minimum 5 year shelf life, and a serviced life of 120 days, and be capable of functioning throughout the 8 day period of combat operation. The FOF must be opera tional in all operational environments, and should contribute to the battlefield outcome by providing enhanced illumination capabilities. Soldiers should be able to use FOF wearing gloves, and in one-handed ambidextrous operation. The performance effecti ve beam length shall be from 6 inches to 82 feet. The FOF shall have multiple lens color and ability to focus the lens, and allows for on/off, command, strobe operation modes, and provide for IR filters. The FOF shall be able to withstand drop test (3-fo ot), immersion, exposure to moisture, and erosion. The preference for power source is commercially available AA or 123 batteries; however, PM will evaluate other battery options. The physical requirement of FOF is subdue and non-reflective finish and non -slip surface for sure grip in wet, snow, icy, humidity and perspiration condition. This is a market survey for planning purposes only and no award will be made as a result of this sources sought notice.
