Description
The 99th Contracting Squadron at Nellis AFB NV intends to award a contract for a heavy fuel engine for small Unmanned Aerial Vehicle (UAV). The contractor shall provide a UAV engine mock-up to be used for designing engine mounts for aircraft and a test stand and the actual engine. Contractor shall provide on location support for initial engine set-up and testing. Telephone support consisting of 5 hours per month for 12 months minimum with a flat rate for any additional hours. Technical requirements include: Power: > 25 hp sustainable for at least 20 minutes Fuel: heavy fuels (diesel or JP-8) Efficiency: SFC of < 0.85 lb/hp-hr at 25 hp setting Size: Engine volume not to exceed 820 in3 Weight: Not to exceed 39 lbs. Noise: demonstrated noise levels of <55 dba @ 164ft (20m) Balance: Engine should be fully balanced for all engine orders and not introduces any un-balance forces into the vehicle. Manufacturing Capability: Must have built at least one engine already and be able to demonstrate it working Service and Maintenance: Reduced number of moving parts over conventional piston engines. Design and Analysis: Must be able to show extensive design, modeling, and simulation of engine to ensure appropriate methodology Configuration/Layout: Flat/Low Profile for reduced frontal drag area. Lubrication: No oil sump Spare Parts: Provided by contractor or able to be purchased from contractor at a later date All responses shall include a top-level weight breakdown. Contractor shall deliver engine mock-up by 30 April 2006 to the delivery address listed. Delivery of actual engine shall be 15 Jul 2006 to the delivery address listed. This will be a firm-fixed price contract. Competition is unrestricted. All offerors must be registered in Central Contractor Registration (CCR) and submit representations and certifications via ORCA at https://orca.bpn.gov/.
