Description
This is a SOURCES SOUGHT NOTICE to determine the capability and availability of commercial sources to remove thirty five (35) grounded and sunken commercial vessels, located in Lafourche Parish, Terrebonne, and Vermilion, Louisiana. Attachments to this notice provide aerial photographs present an overview of vessel locations and conditions as have been assessed by the U.S. Coast Guard Federal On-Scene Coordinator and determined to pose an actual or potential threat to the environment from the release of oil and hazardous materials. The US Coast Guard Maintenance and Logistics Command Atlantic (MLCLANT) Norfolk, VA has been tasked to procure removal and disposal services of these vessels that were either grounded or sunk in muddy and sandy waters in the coastal areas and banks in Lafourche, Terrebonne, Vermilion Parishes. The vessels wreckage was which was caused by the devastation of Hurricanes Rita and Katrina. Boats may have hazardous items. Sample pictorial views of these areas are posted in an attachment to this sources sought synopsis or at http:www.uscg.mil/mlclant/fdiv/fdiv.html under HSCGLA- VESSELDEBRIS. Contractor shall provide all labor, materials, equipment and any other items or services applicable or appropriate to remove these vessels from the banks and waterways to either re-float, stage at a Government designated area, or salvage the vessels as deemed appropriate. Vessel removal actions shall be conducted in a manner that minimizes impacts to natural resources in accordance with an Army Corps of Engineers permit. During salvage and removal operations, the contractor shall be capable of cleaning a ?worst-case? spill of oily residues from the vessel, such as might be present when a vessel is demolished on-site. Additionally, vessel removal actions shall be coordinated with Federal and State natural resource trustees to minimize the impact to natural, historical or cultural resources. THIS SYNOPSIS IS FOR PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION FOR PROPOSALS. Firms submitting responses should indicate whether they are large business, small business, veteran-owned small business, small disadvantaged business, women-owned small business, or HUB Zone. The NAICS code will be 562111, with the Small Business Size Standard is $11.5 Million. ANY INTERESTED FIRM CAPABLE OF PROVIDING THESE SERVICES IS REQUESTED TO RESPOND VIA E-MAIL TO ROBERT.N.HEADEN@USCG.MIL BY 4:00 P.M. EST ON FEBRUARY 22, 2006 with the following documentation: Interested parties shall submit literature and capability summaries identifying, at minimum, business size, financial capability and past and/or current performance working with vessel salvage operations, working with oil containment and disposal, handling permits for hazardous and non-hazardous items, and environmental permits as deemed necessary. Experience should show work on similar contracts within the past five years together with contract numbers and applicable points of contact and current telephone numbers. In addition, contractor should provide a description of specialized equipment and personnel available for the performance of this project. Under the Stafford Act, criteria to consider local area contractors will be included in the solicitation. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider any business arrangement as deemed appropriate for this procurement. The issuance of solicitation is anticipated on or about the February 24, 2006.
