Description

USAID intends to modify existing Road Rehabilitation Project (RRP) Phase III Indefinite Quantity Contracts as identified below to include additional road rehabilitation: Contract # 294-I-00-05-00210-00 294-I-00-05-00211-00 294-I-00-05-00212-00 294-I-00-05-00213-00 Under this initiative, USAID will continue the construction and rehabilitation of selected priority road segments in the West Bank and Gaza in cooperation with Palestinian authorities. This project is part of the U.S. led effort to support the Road Map for Peace in the Middle East. The restoration of roads will improve access to markets, improve the movement of labor and goods, and support Palestinian construction industry. The proposed action will provide for added road construction for which the Government intends to solicit and negotiate only with the four contractors currently under contract for this effort under the authority of AIDAR 706.302-70(b)(5). This provision waives full and open competition for services when the competitive process would result in substantial additional costs to the Government and in unacceptable delays. USAID has highly evaluated these four current contractor?s performance whose specific continuance of the current required work is imperative to the immediate needs of the Palestinian people. A new competitive procurement would result in substantial additional costs and unacceptable delays in fulfilling these needs. Therefore, it is the intent of the Government that this procurement be conducted only with pre-qualified contractors presently under contract for the RRP Phase III. This notice of intent is not a request for competitive proposals. Interested firms, however, may identify their interest and capability to respond to the requirement. All responses received within thirty days after date of publication of this synopsis will be considered by the Government. The Government's determination to compete, or not to compete, the proposed work efforts based upon expressions of interest from other firms responding to this notice is solely within the discretion of the Government. Information received in expressions of interested will be considered solely for the purpose of determining whether to conduct a competitive procurement.
