Description
Contracts and Grants Management System (CGMS) Please note: This RFI is for market survey purposes only. Please do not contact the SBA for sales or other follow-up information. The Small Business Administration (SBA) seeks to identify and receive information on currently available commercial software applications that can meet SBA?s cradle to grave requirements for contracts and grants management with minimum customization. At present, SBA processes approximately 200 contracts; 3,000 purchase orders; and 300 grants each year. SBA currently uses the Comprizon commercial-off-the-shelf (COTS) system for contract support.Required functionality for CGMS includes:Functionality and technical standards that are compliant with the Office of Management and Budget (OMB?s) e-Procurement initiative, and associated methods for processing federal agency contracts. This includes:Interface with FedBizOpps software application and database.Support the preparation of Request for Proposal (RFP) and Request for Information (RFI) documents in a manner that is compliant with the Federal Acquisition Regulations (FAR). Is compliant with the Federal Financial Systems Information Office (FSIO) requirements, formerly the JFMIP. Support the development and processing of agency requisition documents (the format for this document is flexible). Support the development and processing of agency invoice development and processing (the format for this document is flexible.Provide a link to the existing government Past Performance Information System (PPIS).Effectively interface with and enable data exchange between the agency?s existing financial management system (Oracle Financials). Support the modeling, analysis, and implementation of workflow management, using the standard Business Process Modeling Language.Additional desired functionality includes: Be able to meet OMB?s Line of Business requirements (technical and functional) for aligning with Grants.gov and associated methods for processing agency grants. Provides flexible grant application formatting.Supports data exchange with Grants.gov.Supports the preparation, archiving, and retrieval of Standard Form 424 (grant application submission document.This RFI information will be used in an alternatives analysis to then determine if a Request for Proposal will be issued. Pricing information is needed to conduct the alternatives analysis, and is requested to be submitted as part of the response to this RFI. Responses must be submitted to Linda Barksdale at the SBA via mail or email by Friday, February 24, 2006 at the addresses provided below. Responses may not exceed 15 written pages.
