Description
The U.S. Environmental Protection Agency (EPA) seeks to procure, on other than full and open competition, a Total Sulfur by Monochromatic Excitation Wavelength Dispersive X-ray Fluorescence Instrument to perform sulfur analyses of finished fuels and commercial blendstocks by ASTM Method D7039. X-ray Optical Systems (XOS), the sole manufacturer of this instrument, has authorized Horiba Instruments Corporation to be the sole distributor of this instrument. As part of the Clean Air Act and its Amendments, a variety of emissions regulations have been implemented for vehicles and engines. The U.S. EPA National Vehicle and Fuels Emissions Laboratory (NVFEL) has the responsibility for testing vehicles and engines to ensure compliance with regulations. These fuels are used to conduct low level emissions testing, of the highest precision and accuracy, on a broad range of vehicles and engines. The Monochromatic Excitation Wavelength Dispersive X-ray Fluorescence Instrument is the only known instrument to perform sulfur analyses of finished fuels and commercial blendstocks by ASTM Method D7039. This procurement is being conducted under the Simplified Acquisition Procedures and in accordance with FAR subpart 13.106-1(b). The NAICS is 334516. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability and respond to the requirement by submitting detailed documentation to Linda Merryman at the office identified above. Documentation must establish technical qualifications that meet the EPA's requirement and must be received by COB March 1, 2006 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone responses will not be honored.
