- The U.S. Environmental Protection Agency intends to negotiate on a sole source basis for purchase order EP06C000010, under the authority of FAR 6.302-1, with Interstate Environmental Commission (IEC). The contractor shall analyze the microbiological impact of blending primary effluent flows that are in excess of secondary treatment capacity (and, hence are routed around secondary treatment units) with the secondary effluent prior to disinfection at large municipal wastewater treatment plants (WWTPs) for an additional 18 month period. This study is a continuation of the collaboration between IEC and the US EPA at large municipal WWTP and will tie together the results from the field studies collected by the IEC, NYC DEP and others to draw conclusions regarding the impact of blending on effluent pathogen indicators. EPA anticipates that no more than 3,600 hours of support in the area of collection and analyses of protozoa and viruses. This is not a request for proposal.
