Description
The Naval Surface Warfare Center Panama City intends to issue a sole source purchase order to Alabama Fluid System Technologies (AFST), 26148 Capital Drive, Daphne, Al 36526-9108, for the procurement of 15 shutoff valves (p/n SS-3NKRVC04), 30 positionable elbows (p/n SS-4-VCO-9P-4ST), 200 positionable elbows (p/n SS-4-VCO-9P-6ST), 200 ?? tees (p/n SS-4-VCO-T), 15 connectors (SS-4-WVCO-1-4ST), 15 shutoff valves (p/n SS-6NKRVC08), 45 male connectors (p/n SS-8VCO-1-8), 30 positionable elbows (p/n SS-8-VCO-9P-8ST), 15 male connectors (p/n SS-8-WVCO-1-6ST), male connectors (p/n SS-8-EVCO-1-8ST), 30 SAE/MS bulkhead fitting unions (p/n SS-4-VCO-11-6ST), 45 male connectors (p/n SS-4-VCO-1-4ST), 25 bulkhead fitting unions (p/n SS-8-VCO-11-6AN), 40 positionable elbows (p/n SS-8-VCO-9P-6ST), 20 close couplings (p/n SS-8-WVCO-6-DF), 200 close couplings (p/n SS-4-WVCO-6-DF). The items being procured are various components of the Air Booster Pump Assembly (ABPA) and the High Pressure Filter Assembly (HPFA). The HPFA is bulkhead mounted and hard piped into the ship's high pressure service line via a bulkhead union in the top back center of the HPFA. Air flows through the bulkhead fitting to a tee which directs the air to either (1) the drive air QD nipple and in-line filter ready for discharge to the ABPA or (2) to the HPFA filters. The ABPA are used to charge high-pressure air into breathing air systems aboard US Navy ships. Only AFST can provide the required parts because the APBA and the HPFA form highly specialized life support systems under the NAVSEA Diving Certification Authority. Only those articles which have been successfully tested are qualified. Procedures are specified under SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric Certification Manual. The objective of this process is to verify that the life support and damage control systems provides acceptable levels of safety throughout the specified operating range. The intent of the process is to provide maximum reasonable assurance that an a ccident will not occur and establishes maximum reasonable assurance that U.S. Navy personnel may be recovered without injury if there is an accident. AFST is the only source available that is certified to provide these required components for the ABPA and the HPFA. Award will be based on the written quotation. These parts will be delivered to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. The anticipated award date will be on or about February 28, 2006. NAICS Code 332999 applies. SBA Size Standard is 500 employees. FSC is 4720.
