- Sole Source Synopsis for a seven month bridge contract with a period of performance start date of 1 March 2006, to be awarded to, The American Council on the Teaching of Foreign Languages (ACTFL), a non-profit organization for: Non-personal services with the Defense Language Institute Foreign Language Center (DLIFLC), Evaluation and Standards Directorate, Presidio of Monterey, California, in the areas of Foreign Language Testing, Material Development, Test Management and Consulting for Department of D efense language requirements. Testing will be in compliance with the Interagency Language Roundtable Scale (ILR).
