- This is a notice of intention to issue a solicitation for the procurement of three (3) each upgrade kits to modify obsolete AN/AAR-44A processors Basic award is for NSN 5865K1208082BEW, P/N 649430. Delivery schedule: 9 months ARO of contract. The approximate solicitation issue date is 3 March 2006, with the approximate response date of 30 March 2006. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, L3 Communications Cincinnati Electronics Corp, 7500 Innovation Way, Mason Oh 45040-9699, CAGE code 80045, under the authority of FAR 6.302-1. L3 is the only source that has the proprietary data and technical documentation to satisfy this requirement. See Notes 22 & 26. All responsible sources may submit a bid, proposal, or quotation that shall be considered. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 45 days of the synopsis publication date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Late responses will not be accepted.
