Description
Request for Information (RFI) for GROUND OPERATING EQUIPMENT (GOE) INCREMENT 1 1. The Cryptologic Systems Group (CPSG), Special Projects Directorate at Lackland AFB, TX is soliciting your comments in response to several questions below. This RFI is not a formal solicitation and is not a request for proposals. Any formal solicitation will be announced separately. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. 2. CPSG is embarking on a major cryptographic modernization (CM) program for space telemetry, tracking and control (TT&C). A major goal of the program is to avoid ground equipment offered uniquely for space applications. Utilizing standard terrestrial COMSEC products reduces non-recurring engineering (NRE) from unique development, reduces per unit production costs, reduces life cycle costs, and leverages standard logistics/sustainment practices. The first step is to show that legacy space algorithms can be loaded and operated on existing CM compliant ECUs. Beginning in FY06, we anticipate initiating a spiral development approach for space algorithm capabilities on terrestrial COMSEC products. 3. This effort is a proof-of-concept to demonstrate that terrestrial field re-programmable COMSEC products with CM features can replace legacy space COMSEC equipment. Specifically, we want to demonstrate that the KG-46 and KG-57 algorithms can be loaded into and operate on existing CM compliant End Cryptographic Units. We don't intend to preclude solutions which may require an external interface ancillary outside the INFOSEC boundary. 4. Please provide answers to the following questions. Are you interested in competing for this requirement? If so, will you be proposing as a Prime Contractor or Subcontractor? b. Are you a Small Business? If so, what is your small business status, e.g., 8(a), Small Disadvantaged Business, etc? c. Do you have similar experience in development and/or production of these type devices? Please describe your experience in one or two paragraphs. See Note 26.
