Description
Amendment 05 Q1. If we provide the internet service through an Ethernet interface, does the American Embassy have the flexibility to accept it? A1. The Embassy is flexible to receive the internet service via Ethernet interface up to the Embassy demarcation point. The vendor will be responsible for converting the Ethernet interface to a fiber interface to extend the service to the embassy main frame room. Q2. The requirements of this Item state the following: Replacing Copper Wire (3) with Fiber (3) including distribution Fibers on both ends (Multimode). Replace 300 direct analog lines with 24 pair of fiber cables using Multimode for use with State an AID?. At the Pre-Proposal conference held January 10, it specify the all the services where to be deliver at the Demarcation Point, if so, this items contradicts what was said on the conference. Please clarify this item? A2. Please refer to the posted amendment that clarifies the question. Q3. In the document there is a paragraph that mentions IP Network via Fiber and the Bandwidth capability of no less than 512Kbp , Is there another point that will be connected using the IP Network internally o externally? A3. Current Digital Video Conferencing service is provided via ISDN/BRI interface. IP networking service should be provided via Fiber Optic media for external transmission and Copper media will be utilized internally. Q4. Cellular Phone Service, What type of model is the embassy requiring for these services? A4. The Embassy requires the models are able to support the needs as set forth in the contract i.e. EDGE data transfer, etc. Q5. What we need from you is to specify the amounts of high range and low range cellular phones you need. We need this information because this is the basis for establishing the proposal for this service. A5. Please clarify the question. Q6. What brand and software release of PBX or phone system is currently being used at the embassy? A6. Current PBX is the MITEL SX-2000 LIGHT Software release is MS2010-F-NA-00 SX.R37.6.3. Q7. What model(s) phones are currently being used? A7. Current model of telephone instruments are Super Set 1,Super Set 4,Super Set 4001,Super Set 4025, and theMITEL SUPER CONSOLE 1000. Q8.Is the Embassy?s cable plant and data equipment capable of VoIP? A8. Yes the Embassy cable plant and data equipment is capable of handling Voice over Internet Protocol. Contractor is responsible for providing any and all necessary hardware to provide needed service. Q9. Please provide additional information about business and residential calling patterns as follows: A9. The numbers provided below are estimates. Approximate percent of outbound business calls that remain in the local calling area? 65 percent Approximate percent of outbound business calls that go to the States? 35 percent (25 percent United States and 10 percent for other Countries) Originating locations typically calling the Embassy (originate in States, originate in-country)? In Country and the United States Calling patterns for the residences to be service by VoIP (ie local, to the States, etc.)? Mostly internal and IVG (work as internal extensions), Emergency only international or local. Q10. Please provide all models and releases of the video endpoints that will be using the video conferencing service. A10. Digital Video Conferencing currently utilized is the POLYCOM VIEW STATION 512. Q11. When users at the embassy participate in video conferences, where are the units located with which they are conferencing? (ie. United States, other locations in El Salvador, other countries, etc.) Are these calls typically point-to-point or multi-point? A11. DVC call are place to the US and neighboring Central American countries, both Point-to-Point and Multi-Point calls are made. Q12. The solicitation requires ?3000 Direct Inward Dialing (DID) numbers according to the Embassy?s numbering plan.? Does this mean respondents must reuse existing numbers? Please clarify. A12. To maintain the current numbering plan it is necessary to purchase 3000 numbers. Due to local communications plan, organizations may only purchase blocks of numbers. Q13. Under the Cellular Phone Service section of the solicitation, the government requires a quantity of unlocked handsets. Would you describe the intended use of these phones that is driving this requirement A13. The intended needs are for traveling parties that require the use of the cellular phone to work utilizing neighboring cellular networks SIMs. Q14. In the document provided at the pre-bidder?s conference on the last page, there is reference to vendors needing to be determined responsible. What are the criteria for this evaluation and how do they differ from a responsiveness assessment. A14. The reference to the word responsible refers to full and open competition which means: all responsible sources are permitted to compete. There is no criterion for evaluation for being responsible. Q15. What is the level of the inside wire in the Embassy: Cat 3, Cat 5, Cat 6, etc? A15. Current wiring infrastructure is CAT 5the Embassy is utilizing more CAT 6 and Fiber Optic media as well. Q16. Other than cellular handsets, what telephony equipment, if any, is required from vendors as part of the solution? A16. Vendors will be responsible to provide any and all necessary equipment to provide the required service as outlined in the synopsis/solicitation.. Q17. Please elaborate on what is required and envisioned in the way of an emergency communications and alternate routing plan. In other words, if the Embassy switch is bypassed, where would communications terminate A17. Vendors are required to provide alternate communication path in the event that the vendors network infrastructure experiences as catastrophic crash. At no time should the Embassy PBX be bypassed for this need. It is envisioned that the vendor will lease another separate trunk line from another telecommunications company to provide the alternate communication need. Q18. Is there a minimum percentage that the Prime for this contract must contribute in regards to satisfying the customer requirement? A18. 51 percent Q19. Is there any extra or merit in identifying Primes with special qualifications such as HUB ZONE or Women owned Business Status? A19. No Q20. Can you please confirm that a non-U.S.-based company cannot submit a response as a prime business for this particular opportunity? A20. This requirement is open to local firms as well.
