FIELD ADVISOR/SECURITY SPECIALIST (PSC) LIMA, PERU 1. Solicitation Number: PSC-06-019, 2. Issuance Date: 02/16/2006, 3. Closing Date/Time Specified For Receipt Of Applications: 4:00 PM ET 3/16/2006, 4. Position Title: Field Advisor/Security Specialist, 5. Market Value: $60,081 6. Period Of Performance: April 2006 - April 2007, 7. Place Of Performance: Lima, Peru, 8. Job Description: See below. SUBJECT: Solicitation for Personal Services Contractor (PSC) for the Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from individual U.S. citizens interested in providing services under a Personal Services Contract as described herein. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the DOS. Submissions shall be made in accordance with the information provided herein at the place and time specified. SUBMISSION REQUIREMENTS: Proposals must include a resume, an Optional Form 612, and three letters of reference including contact information for the references. Proposals must be sent via fax or email to Sonja Rocks with original copy sent by Federal Express or DHL. Do not send applications via the US Postal Service as they may not be received on time. STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this professional services contract position is to assist the Narcotics Affairs Section (NAS) at the American Embassy in Lima, Peru and forward operations sites in the implementation of approved projects. II. SCOPE OF WORK The Contractor shall: A. Coordinate and monitor NAS and INL sponsored/directed activities in support of Peruvian counter narcotics operations. May serve as the Embassy Field Coordinator (EFC) in Pucallpa or other forward operating locations (FOLs) east of the Andes. Provides oversight and supervises counter narcotics activities. B. Advises the NAS Director and staff on specific matters related to the security of personnel and material resources at FOLs. Coordinates with other embassy elements and host country agencies to assess the threat level at the operational sites to determine and implement appropriate security measures. C. Situation dependent with the EFC will coordinate with the Regional Security Office/Narcotics Affairs Section Director on decisions regarding the safety and security of U.S. Government personnel and property, including the authority for use of force for protection of U.S. Government personnel and assets. D. In consultation with the RSO, prepare and update as may be required, security instructions, operations plans and procedures, and site emergency plans, and ensures that all official personnel in the area of responsibility are made aware of such instructions, plans and procedures. E. Train U.S. government employees and Peruvian Counterparts in the following subjects (but not limited to): paramedic, pathfinder, air mobile operations, helicopter external load operations, fast rope, rappelling, STABO, emergency extraction, water safety/survival, rescue swimmer, small boat handling, helicopter gunnery, and survival-evasion-resistance-escape (SERE). F. Set up base camps used for eradication campaigns, including infrastructure for security, communications, field sanitation and hygiene and food service. Understand and follow the guidance provided in the NAS Aviation SOP. G. Set up and run weapons qualification courses and ranges for M4 carbine, 9mm and 357 revolvers. H. Account for, secure and issue, using hand receipts, all Department of State firearms and ammunition. Conduct training according to the Department of Diplomatic Security firearms course and properly comply with all documentation requirements. Maintain custody of firearms and issue firearms to personnel IAW Bureau of Diplomatic Security regulations and the mission firearms policy as established by the Chief of Mission. I. Prepare and maintain a current status of all official U.S. Mission personnel in the EFC?s operational area of responsibility, including their location if present overnight. Prepare daily situation reports (SITREPS) for FOLs. Prepare end of rotation reports detailing activities at the FOL during the deployment. J. Ensure the RSO is informed of any information that has developed in the region, which may impact on the safety or security of U.S. Government personnel or assets. This responsibility may include assistance and direct input into the quarterly RSO threat assessments and surveys. K. Ensure USG provided commodities are effectively used and that there is no fraud, waste or mismanagement in the program through continuous oversight and end-use monitoring at operational sites. L. Monitor actions related to the development, operation and maintenance of facilities or sites designated by NAS and INL, including temporary eradication camps. M. Assist in the provision of NAS/INL approved support to projects in operational areas. N. Coordinate with American Embassy and other U.S. and host country agencies to identify logistical support requirements. Provide required support as established by policy or guidance from the NAS Director and staff. III. DESIRED QUALIFICATIONS A. Must be a U.S. Citizen, subject to State Department security clearance. B. High school graduate or equivalent, with ten years experience in military special operations and experience in counter narcotics programs and training. Prefer recently retired military (within 2 years). C. Three years of Latin American experience, which includes security of aircraft, security of American personnel including training of personnel in firearms use, and protection of installations. Applicant should have experience in coordinating with host country military officials, police and civilians, and have personnel management experience. Should be familiar with U.S. and Latin American counter narcotics operations. D. Experience and knowledge in training subjects related to emergency field medical treatment, pathfinder techniques, air mobile operations, external load operations, fast rope, STABO and emergency extraction techniques, helicopter gunnery, M-4, 9mm and 357 qualification, water survival, safety swimmer, small boat handling, field sanitation and hygiene and SERE. E. Ability to write and communicate effectively. F. Ability to set up and operate HF, FM, SATCOM, and SATPHONE communications systems. G. Ability to type and perform basic computer skills for use with information technology and management systems. Computer skills include word-processing, spreadsheet, and e-mail applications. H. Spanish language ability at the Foreign Service Institute level R2+/S2+ is required. I. Physically able to live in Peru and engage in frequent in-country travel to remote and primitive locations. J. Must be in good physical health and condition for walking, crawling, and climbing in a jungle environment. K. Must be able to live in a jungle environment, tolerate discomfort from insect bites, and endure hot and humid conditions. L. Eyesight must be correctable to 20/20, able to distinguish colors and three-dimensional depth. IV. SELECTION CRITERIA Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. Ability to plan and coordinate counter drug field aviation operations. Provide oversight and supervision of counter narcotics activities. Ability to coordinate activities with other entities and agencies (U.S. and GOP) and assess potential threat levels at operational sites and determine and implement appropriate security measures. Factor 2. Experience and knowledge in training in the following subjects (but not limited to): paramedic, pathfinder techniques, air mobile operations, helicopter external load operations, fast rope, STABO, emergency extraction techniques and helicopter gunnery. Set up and run range qualification courses for the M-4 carbine, 9mm pistol and 357 revolvers. Able to teach water survival, safety swimmer, small boat handling, field sanitation and hygiene, setting up and operating communications systems. Factor 3. Be a high school graduate and have a minimum of 10 years of special operations experience. Be computer literate and proficient in the use of Microsoft Office programs. Factor 4. Ability to monitor actions related to the development, operation and maintenance of facilities or sites designated by NAS and INL, including temporary eradication sites. Ability to monitor and insure commodities are effectively used and there is no fraud, waste or mismanagement in the program through continuous oversight and end use monitoring. V. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
