Description

The National Institutes of Health intends to procure on a sole source basis to Elsevier MDL Science, Inc., 14600 Catalina St., San Leandro, California 94577 access to Elseviers MDL?s CrossFire Beilstein System consisting of the Beilstein Database and the CrossFire Software and the DiscoveryGate on-line database system. Both of these databases are unique and Elsevier is the sole owner and possesses proprietary right of both systems. Elsevier?s MDL Crossfire version of Beilstein provides searchable access to information related to organic chemistry. Specifically, it provides the capability of searching the structures of over 7.5 million organic substances, including their reactions and their chemical, physical, and biological properties. Alternatively, Elsevier/MDL?s DiscoveryGate, which includes Beilstein, but extends the range of organic chemistry information well beyond Beilstein to 17 of it?s proprietary chemical, molecular and reaction databases. These information sources are integrated and searchable under a single DiscoveryGate interface. This will be a follow-on contract to contract number N02-OR-0-4054. The period of performance shall be for one twelve (12) month period, with options to renew for four (4) successive twelve (12) month periods. It is believed that Elsevier MDL is the sole source for this requirement under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements) because of the proprietary nature of the Elsevier MDL?s CrossFire Beilstein and DiscoveryGate databases. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twelve (12) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
