- The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisition Centers (COAC) intend to award a purchase order on a non-competitive basis Beckman Coulter, Inc., 4300 N Harbor Boulevard., Fullerton, California, 92834, to purchase a preventative maintenance and repair service agreement for one (1) each, Flow Cytometer, model number FC500 MPL W/HeNe Laser, serial number 0AH26121, instrument ID # 480115 and one (1) each, Flow Cytometer, model number EPICS XL/MCL, serial number 00W38287, instrument ID # 19086. The maintenance agreement is for a twelve (12) month period. The maintenance service agreement shall include: parts, labor and travel for unlimited service calls, one (1) preventive maintenance inspections, guaranteed less than seventy two (72) hour response to a request for on-site service from 8:00 AM to 5:00 PM eastern time, Monday through Friday (excluding holidays), unlimited toll-free telephone support for engineering, technical and operations questions during normal business hours from 8:00 AM to 5:00 PM, Monday through Friday, excluding holidays, emergency service, updates of all operating system software, notification of engineering upgrades as they become available, unlimited toll-free telephone support for engineering, technical and operations questions during normal business hours. The maintenance service must be performed by Certified Engineers from Beckman Coulter. This acquisition is being conducted under simplified acquisition procedures. The North American Industry Classification System (NAICS) code is 811219, Size Standard $6.0 Million is applicable to this requirement. The Small Business Set-Aside does not apply. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-2006-119-DDC, may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention Deborah Coulter.
