Description
THIS IS A REQUEST FOR INFORMATION (RFI). The U.S. Coast Guard (USCG) is seeking sources that are capable of providing management, technical and administrative support services to inventory, track, review, and maintain updates of periodic correction/revision submissions for Oil Pollution Act 1990/International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 (OPA 90/MARPOL 73/78) pollution response plans. USCG requires support to transition from current hardcopy archive, review and approval process to an electronic workflow management system integrated with Homeport, a Government-Owned Contractor-Operated (GOCO), secure, enterprise Internet portal used to provide critical information and service delivery to the public, maritime industry, and the USCG. ( http://homeport.uscg.mil ) A prospective source company should maintain an internal quality system based on ANSI/ASQC Q9001 or an equivalent quality standard. Currently, the USCG Office of Vessel Activities (G-PCV-1) maintains approximately 816 active tank Vessel Response Plans (VRPs) covering approximately 7,200 tank vessels. Foreign and domestic oil tank vessel owners and operators submit these plans in order to comply with the requirements of the Federal Water Pollution Control Act as amended by the OPA 90. G-PCV-1 maintains approximately 1,717 Nontank Vessel Response Plans (NTVRPs) covering approximately 9,440 self-propelled Nontank Vessels of 400 Gross Tons and greater, that carry oil as fuel for main propulsion. By 2008, G-PCV expects plans to be submitted for up to 24,000 nontank vessels. G-PCV-1 also maintains the following plans required under MARPOL 73/78: Shipboard Oil Pollution Emergency Plans (SOPEPs), Shipboard Marine Pollution Emergency Plans (SMPEP), and Shipboard Marine Pollution Emergency Plans for Noxious Liquid Substances (SMPEP-NLS). The USCG maintains approximately 2,784 SOPEPs covering 2,800 active vessels. Owners or operators of U.S. flagged vessels submit SOPEPs to comply with the requirements of Title 33, Code of Federal Regulations, Part 151, and Regulation 26 of Annex I of MARPOL 73/78. The USCG maintains approximately 297 SMPEP (-NLS) s, covering 300 vessels. Owners or operators of U.S. flagged vessels submit SMPEPs to comply with the requirements of and Regulation 16 of Annex II of MARPOL 73/78, The Coast Guard is developing regulations that will require the owners or operators of certain vessels carrying hazardous substances and noxious liquid substances in bulk to prepare and submit to the USCG for approval, Vessel Hazardous Substance Response Plans (VHSRP). It is anticipated that these regulations will be completed by 2010. In accordance with FAR clause 52.215-3 The government does not intend to award a contract on the basis of this request for information or otherwise pay for the information submitted by the vendors responding to this Request for Information. However we are requiring, firms responding to this RFI are requested to provide the following: a. A detailed capability statement documenting your ability to perform the requirements described above. Please include in your response any partnering and or subcontractor relationship associated with this effort. b. The place of performance that you would be operating from in pursuit of this requirement. c.
