Description
PARC-Forces Polling Effects Survey Request for Information (RFI) Date: 14 February 2006 This announcement is not a formal solicitation and is not a Request for Proposals (RFP). Any formal solicitation(s) will be announced separately. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. Input into the acquisition strategy is encouraged and welcomed. PURPOSE/GENERAL INFORMATION: The purpose of this RFI is to solicit industry comments on an anticipated solicitation which will result in the award of an Indefinite-Delivery Indefinite Quantity (IDIQ) contract for the Government-Provided Polling Effects Survey in support of Coalition Forces in Iraq. We anticipate a single award IDIQ contract using NAICS Code 519110. The small business size standard is $6.5 million. We anticipate one award to any business size with a total estimated program ceiling of approximately $4,000,000 to $6,000,000. At this time, we are considering that task orders under this contract will be negotiated as firm-fixed price. Additionally, we anticipate that the contract will have an ordering period of one (1) base year with two (2) option years to extend the ordering with a total possible ordering period of three (3) years. Central Contract Registration (CCR) will be mandatory for this contract. BACKGROUND: This contract will replace the two (2) existing contracts in support of performance-based polling surveys throughout Iraq. These situations do not allow for a full series of options on major long term contracts. Therefore, it is proposed to eventually solicit and award this new contract. PROGRAM INFORMATION: This contractural program will meet Coalition Forces customer requirements for Polling Effects Surveys locations throughout Iraq. 1. What is your experience with Polling Effect Surveys? 2. Would you be able to provide a letter of insurability? 3. What are your thoughts regarding asking for insurance after a selected contractor has been determined? 4. What are the risks and exposures do you see with required service; and can the requested tasks be performed without disruption 5. What are your concerns with having to perform the required service throughout Iraq? 6. Do you anticipate sub-contracting opportunities? 7. What are the most critical criteria that would distinguish one company?s capabilities from another? Explain. 8. What are your thoughts regarding the Government requiring the contractor, or possible sub-contractor, not to share; and to safeguard Government-proprietary information resulting from the Polling Effect Surveys to other outside agencies (be it other government or commercial)?
