Description
This is a Sources Sought Announcement only for purposes of conducting an additional Market Research. There is no solicitation available at this time. Request for a solicitation will not receive a response. The Southern Region Contracting Center- East (SRCC-E), Ft McPherson, Georgia is conducting additional market research to determine the availability and capability from sources that are available to Upgrade approximately 802 existing analog cellular transmitters to digital cellular transmitters located at US Army Reserve facilities in the Continental United States (CONUS) within one year from date of contract award. The Army Reserve Provost Marshal will control the prioritization of upgrade. Priority will be based on upgrading facilities without current analog transmission ability. Equipment Information: Processors for US Army Reserve IDS consist of ADVANTOR brand Plus Base,3475, and 3450 technology. The processors communicate to Fort McCoy WI via an analog telephone line. All processors currently interface with an analog cellular transmitter to maintain dual transmission media in accordance with paragraph 3-6g, Army Regulation 190- 11. IDS cellular telephones consist of Motorola model S5689A devices. USARC is looking for a contractor that can provide the a product with the following Salient Characteristics: Digital Cellular Kit provide cellular communication as a means of backup communication to the primary means of communication between the panel and the monitoring computer in the event of a primary communication failure. The primary means is dial telephone communications Plain Old Telephone Service. The secondary means is the digital cellular network. Digital cellular kit must be able to replace the analog cellular transmitter on both the plus Base Module and the 3475 legacy communications processor found in Army Reserve IDS During the warranty period, vendor will provide emergency service within 24 hours upon notification of equipment failure or improper functioning of upgraded communications equipment. The anticipated North American Industrial Classification System code for this acquisition is 334290; small business size standard is 750 employees. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. Interested business concern are invited to provide a capabilities statement demonstrating manufacturing experience with Digital Cellular Kits. If available, please provide GSA Contract number. Also, please provide information giving a general cost range of Digital Cellular Kit. If any potential contractor determines the need to use anothers patent, it is the responsibility of the contractor to obtain a license from that third-party. Potential offers may be reimbursed license costs in its offer, if selected. All interested business concerns are required to respond to the sources sought announcement via email by February 24, 2006, 12:00 p.m. EDT.
