Description
(1) This is a combined synopsis/solicitation for repair of the HVAC system at the Security Forces Squadron, Building 378, at the Pope AFB, NC. This announcement constitutes the only solicitation; proposals are being requested and written solicitation is issued and attached. This combined synopsis/solicitation is issued as a request for proposal (RFP). Submit written offers only, oral, telephone and fax requests for a solicitation package will NOT be accepted. (2) All firms or individuals responding must be registered with the Central Contractor Registration (CCR). CCR Registration may be accomplished online at http://www.ccr.gov. Additional information on CCR Registration may be obtained by calling 1-888-227-2423. Contractors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. (3) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations. It is the contractors responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil. This procurement is being issued as 100% Competitive Hub-Zone Set-aside with no geographical restrictions, utilizing Performance Price Trade-off (PPT) Procedures. North American Industrial Classification Standard (NAICS): 238220; Small Business Size Standard: $12,000,000 (FAR 19.102). (4) The single source of entry for all documentation pertaining to this acquisition will be http://www.fbo.gov. All interested parties are responsible for checking this website to ensure they have the most current information (i.e., issued Amendments, Changes to the Statement of Work, etc). (5) The work performed under this project is to Repair HVAC System under a Firm-Fixed Price Contract at Building 378, Security Forces Squadron, Pope Air Force Base, North Carolina. The work to be performed under this contract shall consist of furnishing all plant, labor, transportation, material, and equipment necessary to perform all work in accordance with the contract specifications. The period of performance for this project is not expected to exceed a total of 180 days. Magnitude of proposed construction is between $500,000.00 and $1,000,000.00. (6) A Site visit is scheduled for 21 February 2006 @ 0900 am and will be held at the 43d Contracting Squadron Conference Room, 1443 Reilly Road Suite C, Pope AFB, NC. (7) If your firm is HUBZone certified and intends to propose on this acquisition, you must provide a proposal package containing ALL of the following information to the Contracting Officer: (a) SBA Certification of HUBZone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) a detailed and itemized proposal; (d) past performance surveys for related projects (no more than ten (10)); (d) Upon notification by the Contracting Officer, the low offeror shall submit a Proposal Bond (Standard Form 24) with good and sufficient surety or sureties acceptable to the Government. Proposal Bond, in the amount of 20 percent (20%) of the proposal price or $3 million whichever is less, unless your offer is $25,000 or less, in which case you are not required to submit a Proposal Bond, a performance bond or a payment bond. The proposal bond penalty may be expressed in terms of a percentage of the proposal price or may be expressed in dollars and cents. NOTE: ALL PROPOSAL PACKAGES ARE DUE NO LATER THAN 15 MARCH 2006 1600 (4:00 PM). PROPOSAL PACKAGES SUBMITTED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED.
