Description
The Federal Aviation Administration (FAA) has a requirement to modify the existing Simplex fire alarm system at the New York Air Route Traffic Control Center in Ronkonkoma, New York. The work includes electrical installation (conduit and wiring), fire alarm devices installation, and programming and testing of the modified fire alarm system. The work is to be done by a prime electrical contractor qualified to do fire alarm work who holds a current valid electrical license in this jurisdiction. Security background checking/fingerprinting of construction personnel is required. The estimated price range for construction is between $600,000 and $700,000. NAICS CODE - 238210 Work is to begin approximately in May 2006. Purpose: The purpose of this Screening Information Request (SIR) is to obtain information that will allow the FAA to identify qualified potential offers. Screening decisions will be based on the Evaluation Criteria stated below: Upon completion of the pre-qualification process, qualified contractors who receive a score of 80% or better will receive the Request for Offer (RFO). Failure to provide this information shall eliminate the contractor from receiving an RFO. A. Technical Experience 1. Work at FAA facilities during the past 5 years 2. Work in a 24/7/365 critical facility where interruptions of the operation are prohibited. 3. Licensed electrical contractor, having experience with complicated conduit installations 4. 5 years of experience on large-scale fire alarm work B. Past Performance Please provide the following information for past performance evaluation. A list of the last three (3) prime contracts completed during the past five years similar in size, complexity and scope, and all prime contracts currently in progress (dates awarded, started and anticipated completion dates). Contracts listed may include those entered into by the federal government, agencies of state or local municipalities, and commercial customers. Include the following information for each prime contract: 1. Name of contracting activity 2. Contract number 3. Contract description 4. Total contract value 5. Contracting Officer, name, address, and telephone number 6. Two (2) references from the owners, or the owners' representative for each project 7. List of major subcontractors. C. Financial Capability Firms shall prove that they have sufficient financial resources/rating required to complete a project of this magnitude. The following information shall be provided: 1. Bonding - Offerors shall furnish a letter with this SIR from the bonding company confirming availability to obtain payment and performance bonds in the amount of 100% of the contract price. Actual bonds will be required 10 days after award. 2. Insurability:Name, address and phone number of INsurance Company that will be insuring you with the following limits: Liability-Property in the amount of $3,000,000 single limit Automobile $3,000,000 per occurrence 3. Credit worthiness/history - Offeror shall provide banking documentation to support a satisfactory rating from their financial institution Basis of Award This is a Best-Value procurement. Technical Experience 60%, Past Performance 30%, Financial Capability 10%, and cost will be used for the basis of award. This Screening Information Request (SIR) is the first step in qualifying potential offerors for award. Contractors who qualify under this SIR will receive the Request for Offer (2nd SIR).
