Description
Description The U.S. Department of Labor?s, Employee Benefits and Security Administration (EBSA) is seeking a contractor to perform the tasks identified in this DRAFT Statement of Work for professional services to support ongoing Information Technology requirements in operations monitoring, processing oversight, and quality control for the EFAST and EFAST 2 programs. EBSA also requires Form 5500 data management, procurement support and security management. This SOW is being issued as a DRAFT only. At this time the Department estimates that the period of performance for this effort will be effective for 1 year from the effective date. EBSA reserves the right to exercise up to 4 additional option years, after the base year. EBSA seeks a response from firms that are capable of performing the work described in the DRAFT SOW and the BPA Qualifications document. The requirement can be summarized as follows: EFAST Operations Monitoring, Processing Oversight, Deliverables, Independent Verification and Validation, and Analysis EFAST Quality Control and Security Management EFAST Form 5500 Series End User Access System (EUAS), Contact Center, and Data Dissemination Oversight EFAST Program Management Support EFAST Contract and Procurement Support Form 5500 Series Data Management Systems End-User Liaison Office of Technology and Information Systems (OTIS) Support EFAST2 Technical Requirements and Procurement Support Direct Filing Entity (DFE) Asset Allocation Office of Enforcement (OE) Support Office of the Chief Accountant (OCA) Support Office of Policy and Research (OPR) Support Survey Support The Department is conducting market research in an effort to identify small businesses that are capable of performing the work described in the DRAFT SOW and BPA Qualifications document. All offerors, including small businesses capable of performing the work described in the DRAFT SOW and the BPA Qualifications document are encouraged to submit a capability statement to [PROCUREMENT TO FILL-IN]. Please indicate the size/type of business (small, hub-zone, 8(a), non-profit, large, etc.) in your submission. Additionally, the Department is asking all potential offerors to respond separately in writing to the BPA Qualifications document attached to this RFI. This sources sought notice and DRAFT SOW are for planning purposes only and do not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. No proposals shall be entertained based on this submission. Furthermore, the attached technical sections do not constitute a complete solicitation or imply that a complete solicitation will be submitted at a later date. No legal liability on the part of the Government exists for payment of any money for the performance of work requested by this sources sought notice. The Government will take into consideration all responses issued by the above deadline. Based on the BPA Qualifications responses and capability statements that the Government receives for this RFI, the Government may issue a final BPA at later date. The closing date for the receipt of responses is March 14, 2006, at 3:00 p.m. Eastern Standard Time.
